RESOLUTION NUMBER 95- 25
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SEAL BEACH APPROVING MINOR PLAN REVIEW
95-6, APPROVING AN ARCHITECTURAL REVIEW IN
CONJUNCTION WITH THE PROPOSED ADDITION OF A
TWO-STORY CABANA OVER AN EXISTING TRAILER
HOME AT 53/54 RIVERSEA ROAD, SEAL BEACH
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY FIND
AND RESOLVE
Section 1 On November 8, 1995, Wilham R and Kathy M Susa ('"The
Apphcants") filed an apphcatlOn and Mmor Plan ReView 95-6 with the Department of
Development Services Through MPR 95-6, the applicant seeks architectural review approval for
a second story additIOn to an eXlstmg trader home at 53/54 Rlversea Road, Seal Beach
Section 2 Pursuant to 14 Calif Code of Regs ~ 15025(a) and ~ II B of the
City's Local CEQA GUidehnes, staffhas determmed as follows The apphcatlon for Minor Plan
ReView 95-6 IS categoncally exempt from review pursuant to the Callforma EnVironmental
Quahty Act pursuant to 14 Calif Code of Regs ~ 15301 (Exlstmg Uses), because It Involves the
negligible expansIOn of an eXisting use, and pUlsuant to ~ 15061 (b)(3), because It can be seen With
certainty that there IS no POSSibility that the approval may have a slgmficant effect on the
enVironment
Section 3 A duly noticed heanng was held before the Planning Commission
on December 6, 1995 to conSider the application for Minor Plan ReView 95-6
SectIOn 4
The record of the hearing on December 6, 1995 mdlcates the
followmg
(a) On November 8, 1995, Kathy Susa filed an applicatIOn With the
Department of Development Services for Minor Plan ReView 95-6
(b) The applicant IS requestmg architectural review 10 conjunction With a first
and second story additIOn to an eXlstmg trailer home at 53/54 Rlversea Road
(c) The subject property IS located wlthm the Seal Beach Trader Park and IS
surrounded on three Sides by residential uses Within the Park and to the west by the San Gabriel
RIVer
(d) The City received no comments, written or other, respondmg to the notices
of the hearing on MPR 95-6
Section 5 Based upon the facts contained 10 the record, mcludmg those stated In
~ 4 oftlus resolutIOn, and pursuant to ~~ 28-2319 of the City's Code. the Plannmg CommiSSIOn
hereby finds as follows
(a) Minor Plan ReView 95-6 IS consIstent With the prOVISions of the Land Use
Element of the City's General Plan, which prOVides a Uhlgh denSity reSidential" deSignation for the
subject property and permits trader reSidential uses The use IS also consistent With the remammg
elements of the City's General Plan as the poliCIes of those elements are consistent With, and
reflected 10, the Land Use Element Accordmgly, the proposed use IS consistent With the General
Plan
(b) The buddmg and property at 53/54 RlVersea Road are adequate 10 Size,
shape, topography and locatIOn to meet the needs of the proposed use of the property
(c) ReqUired adherence to applicable bUlldmg and fire codes ensure there Will
be adequate water supply and utdltles for the proposed use

Cd) The proposed use wIll be compatible with surrounding uses and the
commumty In general, because the style, heIght and bulk of the proposed structure, as remodeled,
lS conSistent With surrounding residential uses
SectIOn 6 Based upon the foregomg, the Planmng CommIssIon hereby
approves Mmor Plan ReV1ew 95-6, subject to the following conditions
1 Mmor Plan Review 95-6 IS approved for a two-story cabana located at 53/54 RIversea Road,
Seal Beach
2 A hfe safety sprinkler system shall be mstalled throughout the trailer and cabana m accordance
WIth the requirements set forth by the NatIOnal Fire Protection Association, SectIOn No 13D
3 The extenor of the cabana shall be constructed of stucco, or one (1) hour fire-rated matenal
shall be mstalled under wood Siding
4 Approval shall be subject to comphance With all apphcable portions of Title 25 of the
Cahforma Adrrumstratlve Code and the Umfonn BuIldmg Code
5 The applicant shall receive approval from the State Department ofHousmg and Commumty
Development pnor to any modifications to the eXIsting mobIle home EVidence of such
approval shall be provIded to the City pnor to Issuance of a bUilding permit for the
constructIOn of tihe proposed cabana
6 The overall structure shall prOVide a mmlmum setback of three (3') feet from Side traIler space
hnes as designated m the map of the Seal Beach Trailer Park
7 The apphcant shall obtam authonzatlon from the appropnate flood control dlstnct pnor to
lllstallatlOn offences or other landscape treatments wlthm the San Gabnel RIver flood control
easement area EVidence of such authOrization shall be prOVided to the City pnor to Issuance
of any permits for constructIOn m the easement area
8 All construction shall be m substantIal compltance WIth the plans approved through Mmor
Plan ReVIew 95-6
PASSED, APPROVED AND ADOPTED by the Planmng CommiSSIon of the City of Seal Beach
at a meetmg thereof held on the 6th day of December, 1995 by the follOWIng vote
