A RESOLUTION OF THE PLANNING COlMMISSION OF THE
CITY OF SEAL BEACH APPROVING CONDITIONAL USE
PERMIT 95-4, PERMITTING AN AMENDMENT TO A
PLANNED SIGN PROGRAM FOR THE ROCKWELL
INTERNATIONAL FACILITY LOCATED AT 2201 SEAL
BEACH BOill..EV ARD, SEAL BEACH
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY FIND
AND RESOLVE
SectIon I On June I, 1995, Dallas J Pierce on behalf of Rockwell
International ('<the ApplIcants") filed an applIcatIOn for CUP 95-4 WIth the Department of
Development ServIces Through CUP 95-4, the apphcant seeks to amend a planned Sign program
for the Rockwell InternatIonal facilIty located at 2201 Seal Beach Boulevard, Seal Beach
Specifically, the proposed amendment would permIt extensIve slgnage WIthIn the faCIlIty relatIng
to buddIng identificatIOn, gate numbers, duectlOnal, regulatory uses and parkmg
SectIon 2 Pursuant to ]4 CalIf Code of Regs ~ 15025(a) and ~ II B of the
CIty'S Local CEQA GUIdelInes, staff has detenmned as follows The apphcatlon for CondItIonal
Use Penrut 95-4 IS categoncally exempt from review pursuant to the CalIforma EnVIronmental
Quality Act pursuant to 14 Cahf Code of Regs ~ 15311 (Accessory Structures), because It
Involves the constructIon, or placement ofmmor structures accessory to (appurtenant to) eXIstIng
commercial,. mdustnal, or 1OstructlOnal faCIlIties, mcludmg but not hmlted to (a) on-premIse
SignS , and, pursuant to ~ 1 5061 (b)(3), because it can be seen WIth certa10ty that there IS no
posslblhty that the approval may have a slgmficant effect on the environment
Section 3 A duly noticed publIc heanng was held before the Planmng
Commission on July 19, 1995 to conSider the apphcatlon for ConditIOnal Use Penmt 95-4 At the
pubhc heanng the apphcant spoke m favor and no one spoke 10 opposition to the apphcatlon

The record of the heanng on July 19, 1995 IndIcates the follOWIng
(a) On June I, 1995, Dallas J PIerce filed an applIcatIon for
ConditIOnal Use Pennlt 95-4 With the Department of Development Services
(b) SpeCifically, the apphcant IS request10g to amend a planned sign
program estabhshed through Conditional Use Permit 94-7 for the Rockwell International faclhty
The proposed amendment would permit extensive sign age Wlthm the faCIlity relatmg to budding
Identlficatlon, gate numbers, dIrectional, regulatory uses and parkIng
(c) The subject property IS located on the westerly Side of Seal Beach
Boulevard between Westminster Avenue and Adolfo Lopez Dnve
(d) The subject property compnses approxImately 100 acres and
houses the Rockwell InternatIOnal f"actllty, Inc1udmg the newly relocated corporate headquarters
(e) The apphcants are proposing a new sIgn program for the Internal
areas of the Rockwell complex In conjunctIon WIth the relocation of the corporate headquarters to
Seal Beach
(f) On October 19, 1994 the Planmng CommiSSion approved CUP
94-7 approvtng a planned sign program for the Rockwell property and allOWIng the construction
of two (2) oversized corporate IdentIficatIon signs on BuddIng 80, the tallest buddmg wlthm the
Rockwell faclhty

(g) In May 1995 Rochvell mstalled one of the two signs approved
through CUP 94-7
(h) The subject property currently conforms to all proVlslons of the
Code

A flood retention baslO located Wlthm the Hellman Ranch SpeCific
Plan Regulatory zone and the attached smgle famIly dwellIng
commUnity of Island Vlllage located WithIn the City of Long Beach

The Seal Beach Naval Weapons Stallon located across Seal Beach
Boulevard m the PLUIR zone

The City has received no wntten responses to ItS mailed notice for
CUP 95-4
Section 5 Based upon the facts contamed m the record. mcludmg those stated m
~ 4 of thIs resolutIOn, and pursuant to ~~ 24-1803, 28-2503 and 28-2504 of the City'S Code. the
Planmng ComnusslOn hereby finds as follows
(a) Condlttonal Use Permit 95-4 IS conSistent With the proVlslons of the
Land Use Element of the Clty's General Plan which permits hght mdustnal uses of the property of
the subject property The use IS also consistent with the remaInIng elements of the Clty's General
Plan as the polICies of those elements are consistent with. and reflected m. the Land Use Element
Accordmgly, the proposed use IS conSistent With the General Plan
(b) The proposed slgmng IS consistent with the mtent of this article and
the general plan as thiS request IS for conSiderable less Slgnage than is allowed by the Code
The SignS Included 10 thiS planned Sign program meet the mmlmum deSign standards for signs
Wlthm the City
(c) Approval does not constitute a grant of specific pnvilege or allow
substantially greater Vlslbihty than the standard prOVIsions allow The Rockwell faclhty is uruque
WIthIn the CIty for several reasons. Includmg the fact it IS the only large Industnal fac1l1ty located
Wltlun the City Additionally. With a gross floor area of over 1 1 mIllion square feet the faCIlIty has
over three tImes as much bulldmg area as Rossmoor Center. the Clty's second largest
co1Tllt1erclaVmdustnal center FInally, the proposed slgnage IS only 47% of the mllXlmum allowable
signage under the prOVlSions of the Code
(d) The fbUowmg Items shall be conSidered In a planned sign program
(1) DIstance of'butldmgs from street - The bUlldmgs on WhiCh
signage IS proposed. Bulldmgs 80 and 90 are located
approximately 100 feet off of Seal Beach Boulevard. With
the eXJstmg slgnage on Buddmg 80 bemg located
approximately 120 feet from the ground level and the
proposed sIgn age on BUlldmg 90 bemg located on the 2nd
and 4th floors

SectIOn 6 Based upon the foregomg, the Planmng Commission hereby
approves Conditional Use Pennlt 95-4, subject to the followmg conditIons

program for the Rockwell International facility located at 2201 Seal Beach Boulevard,
Seal Beach SpeCIfically, the planned sign program wdl encompass all facets of slgnage
wlthm the faclhty, mcludmg but not hmlted to corporate IdentificatIon Signs (channel
letter and monument), buddmg Identification, directional and parkmg area control signs
and entrance IdentIfication signs
2 All constructIOn shall be In substantial comphance With the plans approved through CUP
95-4
3 This Conditional Use Permit shall not become effective for any purpose unless an
"Acceptance of CondItIOns" form has been SIgned by the apphcant m the presence of the
Director of Development Services, or notanzed and retumed to the Plannmg Department,
and unttl the ten (10) day appeal penod has elapsed
PASSED, APPROVED AND ADOPTED by the Planmng Comrmsslon of the City of Seal Beach
at a meeting thereof held on the 19th day of July, 1995 by the follOWing vote
