RESOLUTION NUMBER 95-7
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
SEAL BEACH APPROVING MINOR PLAN REVIEW 95-1, APPROVING AN
ARCffiTECTURAL REVIEW IN CONJUNCTION WITH THE PROPOSED
ADDITION OF A TWO-STORY CABANA OVER AN EXISTING TRAILER
HOME AT 8 COTTONWOOD LANE, SEAL BEACH
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY FIND
AND RESOLVE
SectIon 1 On March 13, 1995, Paul Jeffers ("The Apphcant") filed an
application and Mlnor Plan Review 95-1 with the Department of Development SefVIces Through
MPR 95-1, the apphcant seeks arclntectural reVIew approval for a second story addition to an
extstlng tratler home at 8 Cottonwood Lane, Seal Beach
SectIon 2 Pursuant to 14 Cahf Code of Regs ~ 15025(a) and ~ II B of the
CIty'S Local CEQA Guldeltnes, statfhas determtned as follows The apphcatton for Minor Plan
Revtew 95- I IS categoncally exempt from review pursuant to the Cahfofma Envlromnental
Quahty Act pursuant to 14 Calif Code of Regs ~ 15301 (EXIsting Uses), because It mvolves the
neghgtble expansIOn of an exIsting use, and pursuant to ~ 15061 (b )(3), because it can be seen WIth
certainty that there IS no posSlblltty that the approval may have a slgmficant effect on the
enviromnent
SectIOn 3 A duly noticed heanng was held before the Planmng Comrmsslon
on April 5, 1995 to conSider the application for Minor Plan Revtew 95-1

The record of the heanng on Apnl 5, 1995 IndIcates the follOWIng
(a) On March 13, 1995, Paul Jeffers filed an apphcatlon WIth the Department
of Development Services for MInor Plan Review 95-1
(b) The appltcant IS requestmg architectural reVIew In conJunction With a
second story addition to an extstIng trader home at 8 Cottonwood Lane
(c) The subJect property IS located Wltlnn the Seal Beach Trader Park and IS
surrounded on three SIdes by reSidential uses WithIn the Park and to the east by Flfst Street
(d) The City receIved no comments, wntten or other, respondmg to the notices
of the hearmg on MPR 95-1
SectIon 5 Based upon the facts contamed In the record, Includmg those stated In
~ 4 of tins resolutIOn, and pursuant to ~~ 28-2319 of the CIty'S Code, the Planmng Commtsslon
hereby finds as follows
(a) MInor Plan ReView 95-1 IS consIstent WIth the prOVISIons of the Land Use
Element of the CIty'S General Plan, winch prOVIdes a "high denSity reSIdentIal" deSignatIOn for the
subJect property and permtts trader reSidentIal uses The use IS also consIstent WIth the remalmng
elements of the CIty'S General Plan as the pohcles ofthose elements are consistent WIth, and
reflected in, the Land Use Element AccordIngly, the proposed use IS consistent With the General
Plan
(b) The buildIng and property at 8 Cottonwood Lane are adequate m Size,
shape, topography and locatIon to meet the needs of the proposed use of the property
(c) ReqUIred adherence to apphcable buildIng and fire codes ensure there Will
be adequate water supply and utlhtles for the proposed use

(d) The proposed use WIll be compatible with surroundIng uses and the
community in general, because the style, height and bulk of the proposed structure, as remodeled,
IS consistent WIth surroundIng residential uses
SectIon 6 Based upon the foregOIng, the Planmng Commission hereby
approves Minor Plan Review 95- I, subJect to the followmg conditions
I MInor Plan Revtew 95-1 IS approved for a two-story cabaiia located at 8 Cottonwood
Lane, Seal Beach
2 A hfe safety spnnkler system shall be instaJled throughout the trader and cabaiia In
accordance with the reqUirements set forth by the National FIre ProtectIon AssocIatIOn,
Section No I3D
3 The extenor of the cabaiia shall be constructed of stucco, or one (I) hour fire-rated
matenaJ shall be Installed under wood sldmg
4 Approval shall be subJect to compltance WIth all applicable portions of TItle 25 of the
Callforma Admtmstratlve Code and the Umform BuildIng Code
5 The proposed second story shall matntam a mtmmum separatIOn of twenty (20') feet from
the adJacent two-story structure Additionally, the overall structure shall prOVIde a
mmimum setback of three (3') feet from Side tratler space lInes as deSignated m the map of
the Seal Beach Trailer Park
6 All construction shall be in substantial comphance WIth the plans approved through Mlnor
Plan ReVIew 95-1
PASSED, APPROVED AND ADOPTED by the Planmng Commtssion of the CIty of Seal Beach
at a meeting thereof held on the 5th day of Apnl, 1995 by the follOWIng vote
