RESOLUTION NO. 96-12
A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF SEAL BEACH
RECOMMENDING TO THE CITY COUNCIL
APPROVAL OF GENERAL PLAN AMENDMENT
96-1B, AMENDING TABLE 16 OF THE HOUSING
ELEMENT TO REPRESENT THE INCREASE OF
APPROXIMATELY 14.8 ACRES OF "MAIN
STREET SPECIFIC PLAN ZONE" LAND AND A
DECREASE OF APPROXIMATELY 14.8 ACRES OF
"SERVICE COMMERCIAL", "GENERAL
COMMERCIAL" AND "PUBLIC LAND USE" LAND
WITHIN THE CITY
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES
HEREBY RESOLVE:
Section I. CIty staff has received directiOn from the CIty CounCIl, pursuant
to Section 28-2602 of the Code of the City of Seal Beach, to prepare this matter for the
appropnate pubhc heanngs, m accordance wIth the provIsions of State law and local ordmances.
The purpose of the proposed General Plan Housmg Element Amendment IS to amend Table 16
of the HOUSIng Element to represent the mcrease of approxImately 14 8 Acres of "Mam Street
SpecIfic Plan Zone" land and a decrease of approximately 14.8 Acres of "ServIce CommercIal",
"General CommerCIal" and "Pubhc Land Use" land wlthm the CIty to assure consIstency
between the prOVIsions of the Land Use Element and the Housmg Element, as requIred by State
law
Sectlon 2 Pursuant to 14 Cahf Code of Regs. ~ 15025(a) and ~~ II C and
III of the CIty IS Local CEQA GUldehnes, staff prepared an Imtlal Study and a Negative
Declaration, whIch were Circulated for pubhc review and comment from January 30 to February
21, 1996, m compliance WIth the prOVISIons of the Cahforma EnVironmental Quahty Act and
the CIty'S Local CEQA GUldehnes. The Plannmg CommIssIon has adopted Negative
Declaration 96-1, through the approval of Resolution No 96-10, which IS mcorporated herem
by reference. SaId Negative Declaration represents the mdependent Judgement of the CIty of
Seal Beach.
Section 3 A duly noticed public hear10g was held before the Planmng
CommIssIon on February 21, March 6, and March 20, 1996, to conSIder the vanous
applIcations, the Initial Study and the Negative DeclaratiOn At the pubhc heaTing, the Planmng
CommiSSIOn receIVed both oral and wntten testimony regardmg the matters under consideratIOn
Section 4.

(d) The MaIO Street SpecIfic Plan area is located along both SIdes of
MaIn Street, between PaCIfic Coast HIghway and Ocean A venue, mc1udmg Eisenhower Park and
the 8th and 10th Street pubhc beach parking lots The subJect area IS megular 10 shape, and
compnses approxImately 14 8 net acres, and approximately 21 gross acres, mcludmg pubhc
roadways and alleys.
(e) The subject area IS the location of the hlstonc commercial area of
Seal Beach and compnses pnmanly commercial uses along MaIO Street, WIth pubhc recreatiOn
uses proVided at EIsenhower Park and the beach. Public uses along 8th Street whIch are
included 10 the MaIO Street SpecIfic Plan area mc1ude City Hall, Fire Station 44, and varIous
publIc parlang lots.
(f) The General Plan and the zomng map mdlcate the subJect area to
be designated for and zoned for "Service Commercial", "General CommercIal", and "Pubhc
Land Use". The proposed proVISions of the I1nplementmg actiOns for the MaIO Street SpecIfic
Plan would change those desIgnations for the subJect areas to "MalO Street SpecIfic Plan Zone"

(h) The proposed General Plan Housmg Element Amendment 96-lB
entails a revISIon to Table 16, "Seal Beach Acreage by General Plan Land Use Deslgnatlon" to
conform to the proposed redeSlgnatlons of land use categones for the "MaIO Street SpecIfic
Plan" area. The amendment IS necessary to malOtam mternal consistency of the Land Use and
Housmg Elements of the General Plan. The proposed reVISIOn to Table 16, "Seal Beach
Acreage by General Plan Land Use DeSIgnation" IS enclosed as ExhIbIt A and mcorporated
herem by reference.
(1) The staff and consultant team conducted numerous surveys and
mtervlews, m-person and by maIl, WIth resIdents and busmess owners 10 and around the area
affected by the proposed MaIO Street SpeCIfic Plan The consultant team further conducted
studIes of eXIsting land uses 10 the MaIO Street area, aesthetic evaluations, and an mtenslve
parlang utIhzatIon study. The results of those studIes were compIled 10 the document entItled
"Background StudIes - Ma10 Street SpeCIfic Plan," whIch has been reviewed by the Planmng
CommIssIon, available for revIew and comment by the pubhc, and made a part of the record of
these heanngs.
(J) Numerous resIdents, busme~s owners, and other mterested partIes have
provIded wntten and oral testimony WIth regard to all or parts of the proposed reVISIons.
Section S. Based upon the eVIdence 10 the record, mcludmg, WIthout
Itmitatlon, the facts stated 10 ~ 4 of thiS resolutIOn, and In the envIronmental documentation
prepared in conJunction WIth thIS proJect, and pursuant to ~~ 28-2600 and 28-2602 of the CIty

(a) General Plan Amendment 96-1B WIll not be detnmental to the short
term or long term goals of the City of Seal Beach and are 10 the mterest of the pubhc health,
safety and welfare.
(b) General Plan Amendment 96-1B wdl amend the Housmg Element
of the General Plan, Table 16, "Seal Beach Acreage by General Plan Land Use DeSIgnatIOn"
to conform to the proposed redeslgnatlOns of land use categones for the "MaIn Street SpecIfic
Plan" area.
(c) The proposed General Plan Housmg Element Amendment 96-1B
WIll result In an increase of 14.8 acres of "MaIO Street Specific Plan Zone", and a decrease of
8.0 acres of "ServIce CommercIal", 0.4 acres of "General CommerCial", and 6 3 acres of
"Public" land use deSIgnated wlthm the City.
SectIon 6. ThePlanmng Commission hereby recommends that the CIty Counctl
incorporate into the formal record of the General Plan Amendment relatmg to the "Main Street
Specific Plan" the "Background Studies - MaIO Street Specific Plan" Report, revised and dated
January 1996, by recelvmg and fihng that document
Section 7. Based on the foregomg, the Planmng Commission hereby
recommends approval of General Plan Amendment 96-1B to the CIty Council, as set forth 10
ExhIbIt A, attached hereto and mcorporated herem by reference
PASSED, APPROVED AND ADOPTED by the Plannmg CommissIon of the CIty of
Seal Beach at a meeting thereof held on the 17th day of Apnl , 1996,
