RESOLUTION NO. 96-11
A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF SEAL BEACH
RECOMMENDING TO THE CITY COUNCIL
APPROVAL OF GENERAL PLAN AMENDMENT
96-1A, AMENDING THE LAND USE ELEMENT TO
MAINTAIN CONSISTENCY BETWEEN THE LAND
USE ELEMENT AND THE MAIN STREET
SPECIFIC PLAN AND TO REVISE THE
"SUMMARY TABLE OF EXISTING AND
PROPOSED LAND USES IN ACRES" OF THE
LAND USE ELEMENT TO DEPICT THE
INCREASE OF APPROXIMATELY 14.8 ACRES OF
"MAIN STREET SPECIFIC PLAN ZONE" LAND
AND APPROPRIATE DECREASES OF OTHER
LAND USE CATEGORIES WITHIN THE CITY
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES
HEREBY RESOLVE:
Section 1 CIty staff has receIved dIrection from the CIty Council, pursuant
to Section 28-2602 of the Code of the CI(y of Seal Beach, to prepare thIS matter for the
appropriate public heanngs, 10 accordance with the provIsions of State law and local ordmances
The purpose of the proposed General Plan Land Use Element Amendment IS to.
(1) Amend the Land Use Element of the General Plan to change the land use
deSIgnation from "ServIce Commercial", "General Commercial", and "Pubhc Land Use"
to "Main Street Specific Plan Zone" on the area proposed to be subJect to the MaIO Street
Specific Plan, and,
(2) Amend the Land Use Element of the General Plan to amend several goals,
pohcles and Issues to reflect propo~ed reVISions to the current "Mam Street Specific
Plan", and to have conformity between the Land Use Element and the specIfic plan In
addItion, an amendment to the" Summary Table of existing and Proposed Land Uses m
Acres" by creating the "Mam Street Specific Plan Zone," and redeslgnatmg areas
currently claSSIfied as "ServIce Commercial", "General Commercial", and "Pubhc Land
Use" to the new zone
SectIOn 2. Pursuant to 14 Cahf Code of Regs ~ 15025(a) and ~~ II C and
ill of the CIty IS Local CEQA GUldelmes, staff prepared an Imtlal Study and a Negative
Declaration, whIch were Circulated for pubhc revIew and comment from January 30, 1996 to
February 21, 1996, 10 comphance With the provIsions of the Cahforma EnVIronmental QualIty
Act and the CIty's Local CEQA GUldehnes The Planmng Commission has recommended
adoption of Negative DeclaratIOn 96-1, through the approval of ResolutIOn No. 96-10, whIch
IS mcorporated herem by reference SaId Negative Declaration represents the mdependent
Judgement of the CIty of Seal Beach.
SectIOn 3. A duly noticed public hearmg was held before the Planmng
CommIssion on February 21, March 6, and March 20, 1996, to conSider the varIous

apphcations, the Initial Study and the Negative DeclaratIon. At the pubbc heanng, the Planmng
CommIssion receIved both oral and wntten testimony regardmg the matters under consIderation.

The record of the heanng mdlcates the followmg

to be subject to the MalO Street SpecIfic Plan

Seal Beach and compnses primanly commercIal uses along MaIO Street, WIth pubhc recreatIon
uses provided at EIsenhower Park and the beach Pubhc uses along 8th Street whIch are
mcluded in the MalO Street SpecIfic Plan area mclude CIty Hall, FIre Station 44, and vaTlOUS
publIc parking lots.
(f) The General Plan and the zomng map mdlcate the subject area to
be deSIgnated for and zoned for "Service CommercIal", "General CommercIal", and "Pubhc
Land Use". The proposed provIsIons of the Implementmg actions for the MalO Street SpecIfic
Plan would change those deSIgnatIons for the subJect areas to "MalO Street SpecIfic Plan Zone"

(I) The staff and consultant team conducted numerous surveys and
mterviews, in-person and by mati, With residents and busmess owners 10 and around the area
affected by the proposed MaIO Street Specific Plan The con~ultant team further conducted
studIes of eXIsting land uses 10 the MaIO Street area, aesthetic evaluations, and an mtenslve
parlang utilization study. The results of those studies were compiled 10 the document entitled
"Background Studies - MalO Street Specific Plan," which has been reviewed by the Planmng
CommIssIon, avatlable for revIew and comment by the pubhc, and made a part of the record of
these hearings.
(J) Numerous reSIdents, busmess owners, and other mterested partIes have
proVIded written and oral testimony WIth regard to all or parts of the proposed reVISions

SectIon 5. Based upon the eVIdence 10 the record, mcludmg, wIthout
limItation, the facts stated 10 ~ 4 of this resolution, and 10 the envIronmental documentation
prepared 10 conJunction WIth thiS proJect, and pursuant to ~~ 28-2600 and 28-2602 of the ~
of the CI~ of Seal Beach, the Planning CommIssion hereby finds as follows:
(a) General Plan Land Use Element Amendment 96-1A Will not be
detrimental to the short term or long term goals of the City of Seal Beach and IS 10 the mterest
of the pubitc health, safety and welfare
(b) General Plan Land Use Element Amendment 96-1 A WIll amend the
Land Use Element of the General Plan to amend several goals, poliCIes and Issues to reflect
proposed revIsIons to the current "Main Street Specific Plan", and to have conformIty between
the Land Use Element and the specIfic plan In addition, an amendment to the "Summary Table
of existing and Proposed Land U~e~ In Acre~" by creatmg the" Main Street Specific Plan Zone"
to reflect the redeslgnatlon of areas currently classified as "Service Commercial", "General
Commercial", and "Public Land Use" to thiS deSignation.
(c) The proposed General Plan Land Use Element Amendment 96-1A
will result in an mcrease of 14 8 acres of "MalO Street Specific Plan Zone", and a decrease of
8.0 acres of "ServIce Commercial", 04 acres of "General Commercial", and 63 acres of
"Pubhc" land use deSignated wlthm the City
SectIon 6 The Planmng Commission hereby recommends that the CIty Counctl
mcorporate mto the formal record of the General Plan Amendment relatmg to the "Main Street
Specific Plan" the "Background Studies - MalO Street SpeCIfic Plan" Report, revIsed and dated
January 1996, by recelVlng and fihng that document
SectIOn 7 Based on the foregomg, the Planmng CommIssIon hereby
recommends approval of General Plan Amendment 96-IA to the City CouncIl, as set forth 10
ExhIbit A, attached hereto and mcorporated herem by reference

Seal Beach at a meeting thereof held on the 17th day of Apnl , 1996,

Potential.
The MaIO Street area IS particularly Important because It IS a
coheSIve agent for a CIty that IS geographically fragmented The
VISIon for MaIO Street IS small town Amenca. Important features
include a famtly town With fnendly people who care for each
other. A pedestnan onented area where people walk and feel safe
on the street at mght An area With both architectural and
economIc dIversity WIth a mix of offices and busmesses MalO
Street IS surrounded by an area of mIxed hOUSing types and
mstltutlons, creatmg a complete small town commumty Although
It IS recogmzed that the area Will have bUSinesses that serve both
resIdents and VISItors, the goal IS to not have VISitor serv10g uses
overwhelm the area at the expense of the ~mall town character. It
IS also recogmzed that when the weather and beach conditions are
attractIve, the demand for parlang may exceed the supply."

commonly one of VISUal clutter. The commercIal area along
Pacific Coast HIghway IS particularly susceptible to visual clutter
due to the lack of a desIgn cntena apphed to this area A supenor
overall VISUal enVlTonment could be achIeved through the
apphcatlon of cntena ensunng compatible matenals, colors,
textures, and archItectural styles"

The proposed Land Use Element would continue the Seal Beach
Shoppmg Center and the LeIsure World Shoppmg Center as

would be a name change only, because the present eXlstmg uses

the proximity of relatively high denSity reSidential, has the
potential to become a umque shoppmg area. With a strong
attraction for beach users, thIs commercial area can and should
turn to a more pedestrlan-onented envIronment through the deSign
apphcatlon of textured walkways, street furmture, sIgn graphiCS,
landscapmg, hghtlng, and other deSign features
The positive environment of a commercial area can act as a
magnet to draw people, or If negative, the environment can repel
potential customers Of prime consideration IS a pleasmg
enVIronment, lOcorporatmg the followmg amemtles'

Well deSIgned street graphICS can be used to announce to the

destination. Pedestrian hghtmg needs to be created to be more 10
tune WIth pedestrIan movement rather than vehIcular travel The
use of landscape matenals is the method that can be employed to
soften the sometime harsh texture of circulation paths and bUJldmg
structures.
3.2 c Street Furniture
Street furmture IS the small element m an outdoor space that
creates an Image for that space Such elements are benches, signs,
hghts, mati boxes, drmlang fountams, kiosks, trash con tamers, fire
hydrants, traffic hghts, newspaper stands, clocks and planters We
tend to pay far too little attention to street furmture m their deSign
and placement when m reahty they are Important unage-makers for
the CIty. Street furmture for walkway use would mclude benches,
dnnking fountams, mformatlOnal kio~ks, hghtmg, and other
amemtles that make walkmg a pleasant and safe expenence. "
