HomeMy WebLinkAboutPC Res 97-39 - 1997-11-05 RESOLUTION NUMBER 97-39 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH APPROVING MINOR PLAN REVIEW 97-4, A REQUEST TO ENCLOSE THE FRONT PORCH TO ADD 16 SQUARE FEET TO AN EXISTING FOUR-UNIT PROPERTY LOCATED AT 1186111 STREET, SEAL BEACH THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY FIND AND RESOL VB SectIOn 1 On October 6, 1997, R1chard and Joyce Parque ("The ApplIcants") submitted an applIcal10n for MInor Plan ReView 97-4 with the Department of Development Services Through MPR 97-4, the applIcants are seeking to enclose a front porch to add 16 square feet to an eXIsting four-umt property located at 118 6th Street, Seal Beach The proposed addItIOn IS 10 conjunction WIth an mtenor remodel/rehab of the northerly front umt Section 2 Pursuant to 14 CalIf Code of Regs ~ l5025(a) and ~ II B of the CIty'S Local CEQA GUIdelInes, staff has determmed as follows The applIcatIOn for MInor Plan ReVIew 97-4 IS categoncally exempt from reVIew pursuant to the Cahfornla EnVIronmental Quality Act pursuant to 14 Calif Code of Regs ~ 15301 (EXlstmg Uses), because It mvolves the neglIgtble expansIOn of an exlstmg use, and pursuant to ~ l5061(b)(3), because It can be seen WIth certamty that there IS no posslblbty that the approval may have a slgmficant effect on the enVlTonment Section 3 A duly noticed heanng was held before the Planmng COlIll1llSSl0n on November 5, 1997 to consider the appbcatlon for Mmor Plan Review 97-4 Section 4 The record of the heanng on November 5, 1997mdlcates the follOWIng (a) On October 6, 1997, Joyce and R1chard Parque submitted an appbcatlon on for Minor Plan ReView 97-4 With the Department of Development SeTVIces (b) SpeCifically, the applicants are seekmg to enclose front porch to add 16 square feet to an eXIsting four-umt property located at 118 6th Street, Seal Beach The proposed addItion is m conjuncl1on With an mtenor remodel/rehab of the northerly front umt (c) The subject property IS legally descnbed as Orange County Assessor's Parcel Number 199-032-22 and IS located 10 the Resldenl1al Htgh DenSity zone of Old Town (d) square feet (50' x 1175') The subject property IS rectangular 10 shape WIth a lot area of 5,875 (e) The subject property is surrounded by a mixture ofsmgle family and multI-famIly dwellings 10 the ReSIdentIal HIgh DenSity zone (RHO) (f) As of October 30, 1997, staff has received no wntten responses to ItS mailed notice regardmg Minor Plan Review 97-4 Section 5 Based upon the facts contamed 10 the record, mcludmg those stated 10 ~ 4 of this resolutIon, and pursuant to ~~ 28-2407 of the City's Code, the Planmng COlIll1llSSl0n hereby finds as follows (a) Mmor Plan ReVIew 97-4 IS consIstent With the proVISions of the Land Use Element of the City's General Plan, which proVIdes a "hIgh denSIty reSIdentIal" deSignatIon for the subject property and permits smgle- and mull1-falDlly reSIdentIal uses The use IS also consistent With the remalmng elements of the City's General Plan as the pobcles of those elements are consistent With, and reflected 10, the Land Use Element Accordmgly, the proposed use is consistent with the General Plan o \My Documenls\Monor Plan RevI"",,\97-4 ResolubOO doc BCC be .
