RESOLUTION NUMBER 97-37
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SEAL BEACH APPROVING MINOR PLAN REVIEW
97-3, A REQUEST TO CONVERT A 2-CAR CARPORT INTO
A 2-CAR GARAGE AT 708 CENTRAL AVENUE AND 148 7TH
STREET, SEAL BEACH
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY FIND
AND RESOLVE
SectIon 1 On September 4, 1997, Mark Osborn, Architect submitted an
appbcation on behalf of Jim Kbsanin ("The Appbcant") for Minor Plan ReVIew 97-3 WIth the
Department of Development Services Through MPR 97-3, the appbcant seeks to enclose an
exIstmg 2-car carport, creatmg a 2-car garage at a nonconformmg four-umt property located at
708 Central Avenue & 148 7th Street, Seal Beach The subject property IS nonconformmg due to
madequate on-sIte covered parkmg, denSity and SIde and rear setbacks for the tnplex at the rear
Section 2 Pursuant to 14 Cabf Code of Regs ~ l5025(a) and ~ II B of the
CIty'S Local CEQA Guidelines, staff has determmed as follows The appbcatlon for Minor Plan
Review 97-3 is categoncally exempt from review pursuant to the CalIfornia EnVIronmental
QUalIty Act pursuant to 14 Cabf Code of Regs A 15301 (Exlstmg Uses), because It mvolves the
negbgJble expansion ofan eXlstmg use, and pursuant to ~ l5061(b)(3), because It can be seen With
certamty that there is no pOSSlblbty that the approval may have a slgmficant effect on the
enVlTonment
SectIOn 3 A duly noticed heanng was held before the Planmng Commission
on October 8, 1997 to conSider the appbcatlon for Mmor Plan ReVIew 97-3

~ 4 of this resolution, and pursuant to ~~ 28-2407 of the CIty'S Code, the Planmng CommIssion
hereby finds as follows
(a) Minor Plan ReVIew 97-3 IS consistent With the proVISIons of the
Land Use Element of the CIty's General Plan, which prOVIdes a "!ugh denSity reSIdential"
deSignation for the subject property and permits single- and multl-famlly reSidential uses The use
IS also consIstent WIth the remammg elements of the CIty'S General Plan as the pohcles of those
elements are consistent WIth, and reflected 10, the Land Use Element Accordmgly, the proposed
use IS consIstent With the General Plan
(b) The proposed addition Will meet all reqUIred setbacks for the RHD
zone
Section 6 Based upon the foregomg, the Planmng CommiSSIon hereby approves Mmor Plan
ReVIew 97-3, subject to the follOWing condlttons

2 The proposed garage, as well as the two eXisting garages, shall only be used for the short-term
parkmg ofhcensed passenger motor vehIcles for persons resldmg on the premIses (SBMC

3 All construction shall be 10 substanttal comphance WIth the plans approved through MPR
97-3
4 ThIS Minor Plan ReVIew shall not become effectIve for any purpose unless an "Acceptance of
ConditIOns" form has been Signed by the apphcant 10 the presence of the DIrector of
Development Services, or notanzed and returned to the Planmng Department, and untll the
ten (10) day appeal penod has elapsed
PASSED, APPROVED AND ADOPTED by the Planmng Commission of the CIty of Seal Beach
at a meetmg thereof held on the 8th day of October, 1997 by the followmg vote
