RESOLUTION NO. 97-32
A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF SEAL
BEACH RECOMMENDING TO THE CITY
COUNCIL APPROVAL OF VESTING
TENTATIVE TRACT MAP NO. 15381,
LOCATED IN THE HELLMAN RANCH
SPECIFIC PLAN AREA
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH
DOES HEREBY RESOLVE:
Section 1. In October, 1996, Hellman Properties LLC ("Appbcant"),
completed and submitted a revised Specific Plan for the Hellman Ranch property and
adJOlmng properties, appropnate General Plan Amendments, and Vesting Tentative Tract
Map No 15381 and 15402 (collectively "apphcatlon") With the City of Seal Beach. The
Apphcant seeks amendments to the General Plan to allow the implementation of the
Hellman Ranch Specmc Plan, dated October 1996, on the land descnbed 10 "ExhIbIt A' to
Resolution No. 97-22, mcorporated by reference
Section 2. Pursuant to 14 Calif Code of Regs. ~ l5025(a) and ~~ II C
and ill of the City'S Local CEQA GUldehnes, staff prepared an Imt1al Study and a Draft
EnVIronmental Impact Report, which was ClTculated for public reVIew and comment from
Apnl 8, 1997 to May 27, 1997, 10 comphance With the proVISIonS of the Cahforma
EnVIronmental Quality Act and the City's Loca1 CEQA GUldehnes. A ReVised DEIR was
C1TCulated for pubhc review and comments from June 9, 1997 to July 23, 1997. Upon
completion of the pubhc reVIew penod, a Fmal EnVIronmental Impact Report was
reviewed by the Planmng CommIsSIon at a pubhc heanng held on September 3, 1997.
Section 3. A duly noticed public hearing was held before the Planmng
ComffilsSlon on September 3, 1997 to conSider the applIcations. At the pubhc heanng,
Apphcant's consultants and representatives, mcludmg Apphcant's legal counsel, and
several other persons spoke in favor of and 10 opposition to the request.
Section 4.
The record of the heanngs mdlcates the followmg:
(a) Apphcant seeks to estabhsh the following uses as part of the
Hellman Ranch Specific Plan:
[] 70 detached single-famIly reSIdences on 14.7 acres;
[] a 107.5 acre, 18-hole public golf course:
[] 23.1 acres of restored saltwater wetlands
[] 9.7 acres of freshwater wetlands
[] 20,000 square feet of vISltor-seTV1Dg commercial uses, mcluding an mterpretatlve
center and publIc facIlIty (Krenwinkel House), on 1.8 acres;
[] Dedication of Gum Grove Nature Park to the City of Seal Beach, 10 2 acres;
[] Mineral Production/Future Development on 28.2 acres;
[] Mamtain the Los Alamltos Retardmg Basm, 34 7 acres
(b) Apphcant IS proposing to subdIVIde the property for conveyance
purposes 10 order to convey Gum Grove Nature Park, wetland restoration areas, up to
70 single faffilly homes on mdlVlduallots, and other parcels for implementation of the
Hellman Ranch Specific Plan.

(c) Vesting Tentative Tract Map (VTTM) 15381 WIll create nine large
parcels for the golf course, the residential area, Gum Grove Nature Park, the saltwater
wetland area, remalmng oLi production areas, and the remammg City parcel. Below IS a
summary of the proposed lots for VTTM 15381.

NOW, THEREFORE, BE IT RESOLVED that the Planmng Commission of the
City of Seal Beach does hereby make the followmg findmgs regardmg Vestmg
Tentative Tract Map 15381:
1. The proposed Map IS consIstent with apphcable General and Specific Plans In
that the Map requires dedications that are consIstent with saId plans.
2. The deSign of the subdIVIsion wIll not interfere With eXisting easements,
acqUired by the pubhc or utlhtles that serve the pubhc, because the proposed
subdiVISion WIll preserve and malntam eXisting easements.
3. The SIte IS phYSically SUitable for the proposed subdiVISIon, and WIll allow for
further subdIVISIon that can meet the denSIty and configurations of adopted Specific
and General Plans.
4. The desIgn of the subdiVISIon IS not hkely to cause substantIal environmental
damage as all mitigation measures contained In the EnVironmental Impact
Report (EIR) to protect the environment WIll be Implemented.
5. Pursuant to Section 15168 of the CEQA GUidelines, an EIR has been prepared
and has been recommended for certIfication by the Planmng Commission. This
subdiviSIOn IS Within the scope of the recommended certIfied EIR, which
adequately describes the general environmental setting of the project, Its
slgmficant environmental impacts, and the alternatives, and mitigation measures
related to each Slgmficant environmental effect, and that no additional
environmental documentation IS needed.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Planning
Commission of the City of Seal Beach does recommend approval of Vesting Tentative
Tract Map 15381, subject to the following conditions:
1. Prior to Final Map approval, an irrevocable offer to dedIcate Lot 3 to the City
of Seal Beach for publIc park purposes shall be accepted by the City of Seal
Beach.
2. Prior to Final Map approval, the final configuratIOn of Lot 3 shall be shown on
the proposed Final Map. Minor changes In Lot 3 size and configuratIon Will not
require an amendment to thiS vesting tentative tract map.
