A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF SEAL BEACH
APPROVING ZONING TEXT AMENDMENT
98-1, A REQUEST TO AMEND CHAPTER 28
OF THE CODE OF THE CITY OF SEAL BEACH
TO CHANGE THE REGULATIONS
PERTAINING TO PERMITTED SIGNS IN
RESIDENTIAL ZONES OF THE CITY
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES
HEREBY RESOLVE:
Section 1 At its meeting of August 19, 1998, the Planning Commission
considered and approved Zoning Text Amendment 98-1 This amendment would change
Section 28-1804 (1) of the Code of the City of Seal Beach to allow no more than two
signs on private property which shall not exceed the dimensions of thirtY-SIX by twenty-
four inches (36" x 24") in the Residential Low Density (RLD) and Residential Medium
Density (RMD) zoning districts of the City.
Section 2. Pursuant to 14 Calif. Code of Regs ~ lS025(a) and ~ 11 B of the
City's Local CEQA Guidelines, staff has determined as follows The application for Plan
Review 98-6 is categorically exempt from review pursuant to the California Environmental
Quality Act pursuant to 14 Calif Code of Regs ~ IS30S (Minor Alterations 10 Land Use
Limitations), because the proposal involves a minor alteration in a land use limitation and
does not involve either a property in excess of 20"10 slope or a change in land use or
density; and finally, pursuant to ~ IS061(b)(3), because it can be seen With certainty that
there is no possibility that the approval may have a significant effect on the environment
Section 3 A duly noticed public hearing was held by the Planning Commission
on August 19, 1998, to consider Zone Text Amendment 98-1
Section 4
The record ofthe August 19, 1998 indicates the followmg
(a) At said public hearing there was no oral or written testimony or evidence
received by the Planning Commission
(b) ZT A 98-1 proposes to modifY regulations which impose a time limit for
permitted political signs in residential zones (RLD and RMD) during election periods In
effect, the proposal eliminates any time limits which the signs may be placed on private
property in residential neighborhoods. While eliminating time restrictions in regard to
political signs, the amended section of the Code text mandates that no more than two (2)
signs being no larger than twenty-four by thirty-six (24" x 36") inches may be allowed in
any individual parcel of private property in residential neighborhoods
Section S. Based upon the facts contained in the record, including those stated
in ~3 of this resolution and pursuant to ~O 28-2600 of the City's Code, the Planning
Commission makes the following findings:
(a) Zoning Text Amendment 98-1 is consistent with the provisions of the
various elements of the City's General Plan. Accordingly, the proposed use is consistent
with the General Plan The proposed amendment is admimstrative in nature and will not
result in changes inconsistent with the existing provisions of the General Plan.

(b) Up to two (2) signs, not exceeding thirty-six by twenty-four inches, are
appropriate for and in keeping with the uses allowed in the Residential Low Density
(RLD) and Residential Medium Density (RMD) zones. The use, not requiring a
conditional use pennit, is similar in nature to other uses permitted in the RiD and RMD
zones, such as nameplates, construction, subdivision, and identification signs
Section 6 Based upon the foregoing, the Planning Commission hereby
recommends approval of Zoning Text Amendment 98-1 to the City Council subject to the
following'
] The current subparagraph (c) will be deleted from the text of Section 28-1804
Paragraph (1). Subsequently, subparagraphs (d) (e) (1) will become ( c) (d) (e)
respectively. The amended text section will become subparagraph (1)
2 A new subparagraph (1) of Paragraph (1) of Section 28-1804 of Chapter 28 of The
Code of the City of Seal Beach is hereby added to read:

(j). In addition to SIgns penmtted by subsectIOns (a) through (e), not more
than two signs, neIther of whIch exceeds twenty-four Inches by thlrty-
SIX inches In SIze, may be placed onto each property"
Based upon the foregoing, the Planning Commission hereby recommends approval of
Zoning Text Amendment 98-1 to the City Council
PASSED, APPROVED AND ADOPTED by the Planning Commission of the City
of Seal Beach at a meeting thereof held on the 19th day of August, 1998, by the following
vote'
