HomeMy WebLinkAboutCC AG PKT 2009-04-13 #MAGENDA STAFF REPORT DATE: April 13, 2009 TO: Honorable Mayor and City Council THRU: David Carmany, City Manager FROM: Vince Mastrosimone, Director of Public Works SUBJECT: PROCLAMATION OF ARBOR DAY OBSERVANCE SUMMARY OF REQUEST: City Council is asked to adopt Resolution No. 5861 observing Arbor Day on April 11, 2009. BACKGROUND: In 1872, J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees. This holiday, called Arbor Day, was first observed with the planting of more than a million trees in Nebraska. Arbor Day is now observed throughout the nation and the world. Trees cut heating and cooling costs, moderate the temperature, clean the air, produce life- giving oxygen, and provide habitat for wildlife. Trees in our city increase property values, enhance the economic vitality of business areas, and beautify our community. Part of the application requirements to become a Tree City is the observance of Arbor Day, demonstrating the city's commitment to a healthier environment through Arbor Day celebration and Tree City USA recognition. The benefits of becoming a Tree City USA community are it helps present the kind of image that most citizens want to have for the place they live or conduct business and make a strong contribution to the community's pride. Trees, wherever they are planted, are a source of joy and spiritual renewal. FINANCIAL IMPACT: To qualify for Tree City USA the community forestry program must have an annual expenditure of at least $2 per capita. The funding for the community forestry program will be paid for from Street Maintenance funds. There will be a Agenda Item M Page 2 $900 initial cost for Arbor Day celebration expenditures such as purchase and planting of trees. RECOMMENDATION: It is recommended City Council adopt Resolution No. 5861 observing Arbor Day on April 11, 2009. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees, and WHEREAS, this holiday, called Arbor Day, was first observed with the planting of more than a million trees in Nebraska, and WHEREAS, Arbor Day is now observed throughout the nation and the world, and WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, cut heating and cooling costs, moderate the temperature, clean the air, produce life-giving oxygen, and provide habitat for wildlife, and WHEREAS, trees are a renewable resource giving us paper, wood for our homes, fuel for our fires and countless other wood products, and WHEREAS, trees in our city increase property values, enhance the economic vitality of business areas, and beautify our community, and WHEREAS, trees, wherever they are planted, are a source of joy and spiritual renewal. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: SECTION 1. That the City of Seal Beach hereby proclaims April 11, 2009 as Arbor Day, and urges all citizens to celebrate Arbor Day and to support efforts to protect our trees and woodlands, and SECTION 2. That the City urges all citizens to plant trees to gladden the heart and promote the well-being of this and future generations.
