SUBJECT: REMOVAL OF PEDESTRIAN CROSSWALK -SEAL
BEACH BOULEVARD AND OLD RANCH PARKWAY /

SUMMARY OF REQUEST:
This item has been placed on the agenda to provide all interested parties an
opportunity to be heard regarding the removal of a crosswalk at the intersection
of Seal Beach Boulevard and Old Ranch Parkway/1-405 North. After considering
the testimony, the City Council is asked to adopt Resolution No. 5862 authorizing
removal of this crosswalk.
BACKGROUND:
Orange County Transportation Authority (OCTA) is in the process of designing a
new bridge over the I-405 at Seal Beach Boulevard. These designs will include
an additional lane for northbound and southbound. The roadway alignment,
traffic signals, sidewalks, curbs, and bike lanes will all be redesigned to
accommodate the new widened bridge.
Currently, the sidewalk on the east side of the I-405 North intersection with Seal
Beach Boulevard does not connect to a sidewalk north of the intersection.
Design plans through OCTA do not have a sidewalk being installed north of that
intersection. Pedestrian traffic will be channelized to the west side of Seal Beach
Boulevard as it passes over the 405 Freeway. As such, OCTA is requesting that
the City of Seal Beach have the crosswalk at this location removed prior to
construction of the bridge project.
California Vehicle Code Section 21950.5 requires the City to provide any
interested party notice and an opportunity to be heard not less than 30 days prior
to the scheduled date of removal of a crosswalk. On March 10, 2009, staff
placed two signs at said intersection informing the public of the date, time and
place to speak.

FINANCIAL IMPACT:
There will be no fiscal impact. Removal of this crosswalk will be performed by
OCTA's contractor during the bridge project.
RECOMMENDATION:
The City Council is asked to adopt Resolution No. 5862 directing the removal of
this crosswalk.

NOTICE
Crosswalk Removal
The City of Seal Beach Public Works Department Plans to remove the
Crosswalk located at the intersection of Seal Beach Boulevard and I-405
North, east side, north south crossing. California Vehicle Code Section
21950.5 allows for public input related to the scheduled removal. Any
questions, comments or concerns may be asked during the public comment
period at the City Council Meeting on:

RESOLUTION NUMBER 5802
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH, CALIFORNIA REMOVING THE PEDESTRIAN
CROSSWALK AT THE INTERSECTION OF SEAL BEACH
BOULEVARD AND OLD RANCH PARKWAY/I-405
WHEREAS, The City and OCTA wish to remove the crosswalk at the
intersection of Seal Beach Boulevard and I-405, east side, north/south crossing;
WHEREAS, California Vehicle Code requires~30 days written notice posted for
public comment regarding a proposed removal of a crosswalk; and
WHEREAS, The City posted notices at the crosswalk on March 10, 2009
notifying the public of its opportunity to be heard concerning the proposed
removal at the April 13, 2009 City Council Meeting.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH
DOES HEREBY RESOLVE:
Section 1. The City Council hereby authorizes the removal of the crosswalk at
the intersection of Seal Beach Boulevard and I-405, east side, north/south
crossing on or after May 13, 2009.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Seal
Beach on this 13th day of April , 2009 by the following vote:
