RECONSTRUCTION ASSISTANCE PROGRAM
SUMMARY OF RE(~UEST:
Adopt Policy Statement 600-12 "Disaster-Related Reconstruction Assistance
Program", as presented or as may be determined to be revised after City Council
discussion.
BACKGROUND:
The City directed staff to prepare a policy statement regarding a "Disaster-Related
Reconstruction Assistance Program" at the March 23, 2009 City Council meeting.
The attached Policy Statement reflects the information presented in the City
Council Staff Report of March 23, and includes information regarding the waiver of
the "expedited plan check fees", as is being considered by the City Council as a
separate matter on the agenda this evening.
FISCAL IMPACT:
Minimal. Implementation of the proposed Policy Statement may result in a slight
decrease in revenues when an expedited plan check fee would be waived in
accordance with the adopted policy.
RECOMMENDATION:
Adopt "City Council Policy Statement 600-12 -Disaster-Related Reconstruction
Assistance Program", as presented or as may be determined to be revised after
City Council discussion.

1. SCOPE
Planning and Building Departments.
2. PURPOSE AND INTENT
To establish procedures for providing timely services to property owners
who are involved in a reconstruction project due to adisaster-related
occurrence.
3. POLICY
The following policies and procedures shall be utilized by the Planning and
Building Departments and their consultants when providing services to a
property owner that is involved in a reconstruction project due to a
disaster-related occurrence.
City staff will assist an impacted owner of a damaged residential,
commercial, or industrial structure due to adisaster-related occurrence in
a helpful and cooperative manner by:
^ Working to ensure that the necessary approvals and permits are
received to allow for the removal of damaged portions of the structure,
or the entire building if required. This may entail assisting in
coordination with the following agencies:
^ Orange County Fire Authority;
^ Utility companies;
^ Waste haulers, which may require preparation of a Waste
Management Plan; and
^ South Coast Air Quality Management District -various permit
requirements, which may need to include asbestos removal.

^ It should be noted that the City cannot control the time of response
from the various other agencies that may become involved in
reviewing plans and issuing permits for the demolition or
reconstruction of a damaged or destroyed structure due to . a
disaster-related occurrence.
^ Working to ensure that the necessary reconstruction plan submittal
requirements are understood by the owner and/or architect, including
the provisions of Ordinance No. 1579, and coordinating review with the
Planning Department to ensure compliance with current Zoning Code
provisions and requirements of the California Coastal Act, if applicable;
^ Working to ensure a timely review of the reconstruction plans and
accompanying documents to allow for the reconstruction permit to be
issued. The following time schedule is the general turn-around time for
Building Department review of construction plans:
^ First plan check -10 days;
^ Second plan check - 5 days; and
^ Third and any additional plan checks - 2-3 days.
^ It should be noted that the City cannot control the time of response
from the project applicant/architect to the plan check corrections of
the Building Department.
^ An "expedited plan check" can be requested, which will reduce the
amount of the first plan check from 10 days to 5 days. The City has
determined to waive the "Expedited Plan Check Fee" of 50% of the
normal plan check fee for projects that that undergoing reconstruction
due to adisaster-related occurrence.
^ Ensure required construction inspections are conducted in a timely
manner. The City provides for same day inspections if a request is
made by 6 AM of that day. If the request is made after 6 AM, the
inspection would occur the following day.

Council indicated consensus to add to the fee resolution a reduced rate to
expedite the permit process for Seal Beach residents and businesses that ha e
to rebuild due to a natural disaster or unforeseen accident.
Sloan moved, second by Levitt, to receive and fife the staff report as presented.
