A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SEAL BEACH APPROVING CUP NO 98-3, AMENDING
A PLANNED SIGN PROGRAM AT 2201 SEAL BEACH
BOULEY ARD, SEAL BEACH (BOEING)
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY FIND
AND RESOLVE.
Section 1. On January 29, 1998, CarlI Nordquist filed an application for
Conditional Use Permit 98-3 with the Department of Development Services. Specifically, the
applicant is requesting to amend a planned sign program for the Boeing facility which would
permit an additional sign on Building 80 The proposed sign, a Boeing emblem with an area of
161 square feet, is proposed to be located on the south wall of the structure at the same level as
the existing "Boeing" sign located on the east wall
Section 2. Pursuant to 14 Calif. Code of Regs ~ 15025(a) and ~ n B of the
City's Local CEQA Guidelines, staffhas determined as follows The application for CUP 98-3 is
categorically exempt from review pursuant to the California Environmental Quality Act pursuant
to 14 Calif. Code of Regs. ~ 15301(e)(2) (Existing Facilities), because it involves an addition of
less than 10,000 square feet to an existing use located in an area where all public services are
available to allow for maximum development permissible in the General Plan, and; pursuant to
~ 15061 (b )(3), because it can be seen with certainty that there is no possibility that the approval
may have a significant effect on the environment.
Section 3. A duly noticed public hearing was held before the Planning
Commission on March 4, 1998 to consider the application for CUP No. 98-3 At the public
hearing the applicant spoke in favor of the request with no one speaking in opposition
Section 4
The record of the hearing on March 4, 1998 indicates the following
(a) On January 29, 1998, Carl J. Nordquist filed an application for
Conditional Use Permit 98-3 with the Department of Development Services
(b) Specifically, the applicant is requesting to amend a planned sign
program for the Boeing facility which would permit an additional sign on Building 80 The
proposed sign, a Boeing emblem with an area of 161 square feet, is proposed to be located on the
south wall of the structure at the same level as the existing "Boeing" sign located on the east wall
(c) The subject property is located on the westerly side of Seal Beach
Boulevard between Westminster Avenue and Adolfo Lopez Drive
(d) The subject property comprises approximately 100 acres and
houses the Boeing facility.
(e) On October 19, 1994 the Planning Commission approved CUP 94-
7 approving a planned sign program for the Boeing property (then Rockwell) and allowing the
construction of two (2) oversized corporate identification signs on Building 80, the tallest building
within the Boeing facility The Commission approved an amendment to the planned sign program
in 1995. The amendment, through CUP 95-4, covered all facets of sign age throughout the
facility
(f) In May 1995 Rockwell installed one of the two signs approved
through CUP 94-7
(g) The subject property currently conforms to all provisions of the
Code
(h)
The surrounding land uses and zoning are as follows'
NORTH
Located across Westminster Avenue is the community of Leisure

World, a complex of multi-family residential uses located in the
Residential High Density zone (RHO).
SOUTH
The City's police station, corporate yard and animal shelter located
in the Public Land UseJRecreation zone (pLU/R).
EAST
A flood retention basin located within the Hellman Ranch Specific
Plan Regulatory zone and the attached single family dwelling
eommunity ofIsland Yillage located within the City of Long Beach
WEST
The Seal Beach Naval Weapons Station located across Seal Beach
Boulevard in the PLV/R zone
(i) City has received no comments in response to the mailed/published
notices of the hearing on CUP 98-3
Section 5. Based upon the facts contained in the record, including those stated in
~ 4 of this resolution, and pursuant to ~~ 28-1803, 28-2503 and 28-2504 of the City's Code, the
Planning Commission hereby finds as follows.
(a) Conditional Use Permit 98-3 is consistent with the provisions of the
Land Use Element of the City's General Plan which permits light industrial uses of the property of
the subject property The use is also consistent with the remaining elements of the City's General
Plan as the policies of those elements are consistent with, and reflected in, the Land Use Element
Accordingly, the proposed use is consistent with the General Plan
(b) The proposed signing is consistent with the intent of this article and
the general plan as this request is for considerable less signage than is allowed by the Code
(c) The signs included in this planned sign program meet the minimum
design standards for signs within the City.
(d) Approval does not constitute a grant of specific privilege or allow
substantially greater visibility than the standard provisions allow. The Boeing facility is unique
within the City for several reasons, including the fact it is the only large industrial facility located
within the City Additionally, with a gross floor area of over 1.1 million square feet the facility has
over three times as much building area as Rossmoor Center, the City's second largest
commerciaVindustrial center Finally, the proposed signage is only 62% of the maximum allowable
signage under the provisions of the Code
(e) The following items shall be considered in a planned sign program
(i) Distance of buildings from street - The buildings on which
signage is located and proposed to be located, Buildings 80
and 90, are located approximately 100 feet off of Seal
Beach Boulevard, with the existing signage on Building 80
being located approximately 120 feet from the ground level
and on Building 90 being located on the 2nd and 4th floors
(ii) Size of buildings - With over 1.1 million square feet, the
Boeing facility is over three times as large as the second
largest industriaVcommercial center within the City
(iii) Traffic speed on the street - 50 miles per hour
(iv) Arrangement of buildings on the lot or parcel- The Boeing
site encompasses approximately 100 acres The majority of
the proposed signage will be located within the parking area
and will consist of small informational signs.

(v) Number of anchor tenants - Boeing's 100 acre facility
Section 6. Based upon the foregoing, the Planning Comnussion hereby
approves Conditional Use Permit 98-3, subject to the following conditions:
1. Conditional Use Permit 98-3 is approved to permit an amendment to a planned sign program
for the Boeing facility which would permit an additional sign on Building 80 The proposed
sign, a Boeing emblem with an area of 161 square feet, is proposed to be located on the south
wall of the structure at the same level as the existing "Boeing" sign located on the east wall
2. All construction shall be in substantial compliance with the plans approved through CUP 98-3
3. This Conditional Use Permit shall not become effective for any purpose unless an "Acceptance
of Conditions" form has been signed by the applicant in the presence of the Director of
Development Services, or notarized and returned to the Planning Department, and until the
ten (10) day appeal period has elapsed
PASSED, APPROVED AND ADOPTED by the Planning Commission of the City of Seal Beach
at a meeting thereof held on the 4th day of March 1998 by the following vote
