ROLL CALL Present: Mayor Forsythe Councilmembers Brown, Campbell, Fulton, Hastings Absent: None Also present: Mr. Till, city Manager Mr. Whittenberg, Director of Development Services Mrs. Yeo, City Clerk Mayor Forsythe read the notice of meeting in full as follows: "N 0 TIC E o F S P E C I A L M E E TIN G I Gwen Forsythe, 523 Riviera Drive, Seal Beach Marilyn Bruce Hastings, 121 - 12th Street, Seal Beach George Brown, 1710 Tam O'Shanter Road, 12-H, Seal Beach Patricia Campbell, 4433 Ironwood Avenue, Seal Beach Harry Fulton, 13250 Fairfield Lane, 173-E, Seal Beach NOTICE IS HEREBY GIVEN that Gwen Forsythe as presiding officer of the City Council of the City of Seal Beach hereby calls and gives notice of a special meeting of the City Council to be held on Friday, December 20th, 1996 at 9:00 a.m. in the City Council Chambers, 211 - 8th Street, Seal Beach, California, for the purpose of considering and taking any action deemed necessary relating to: * Approval of the Joint Powers Agreement for the consolidation of police dispatch services of the cities of Seal Beach, Cypress and Los Alamitos; approval of a six month budget, through June 30, 1997, relating thereto; approval of plans and specifications and authorization to advertise for bids to construct the dispatch center in the City of Seal Beach; and the appointment of a member of the City Council to serve on the Joint Powers Authority Board; * Authorization to award contract to conduct a Job Classification/Compensation Study for full-time, nonsworn positions; and * Authorization to retain the firm Governmental Financial Services to provide accounting services to the City of Seal Beach. :1 DATED THIS 18th day of December, 1996. AYES: NOES: Brown, Campbell, Forsythe, Fulton, Hastings None Motion carried I ORAL COMMUNICATIONS There were no Oral Communications. CONSENT CALENDAR - ITEMS "A" thru "C" Hastings moved, second by Fulton, to approve the recommended action .for items on the Consent Calendar as presented. A. Approved the waiver of reading in full of all ordinances and resolutions and that consent to the waiver of reading shall be deemed to be given by all Councilmembers unless specific request is made at that time for the reading of such ordinance or resolution. B. Approved the contract with Ralph Anderson & Associates to conduct a Classificationl Compensation Study for the city of Seal Beach in the amount of $14,000. Authorized the Director of Administrative Services to accept a proposal from Governmental Financial Services to provide accounting services for the remainder of fiscal year 1997 in an amount not to exceed $5,000. I AYES: NOES: Brown, Campbell, Forsythe, Fulton, Hastings None Motion carried CONSOLIDATION OF POLICE DISPATCH - JOINT POWERS AGREEMENT I BUDGET I CONSTRUCTION OF DISPATCH CENTER I JPA BOARD REPRESENTATIVE It was noted that the presentation relating to this item was made at the December 9th City Council meeting. Hastings moved, second by Fulton, to approve the Joint Powers Agreement consolidating police dispatch services with the cities of Cypress, Los Alamitos, and Seal Beach; to adopt a six month dispatch budget through June 30, 1997; to appropriate $40,666 as the Seal Beach share of the construction budget for the communications center; to approve the plans and specifications and authorize the advertisement for bids to construct the center; and appoint Councilman Brown as to serve as the representative to the Joint Powers Authority Board. AYES: NOES: Brown, Campbell, Forsythe, Fulton, Hastings None Motion carried CITY MANAGER REPORTS There were no city Manager reports. ORAL COMMUNICATIONS There were no Oral Communications. I' COUNCIL REPORTS Holiday greetings were extended to all. To Councilmember Hastings inquiry as to the status of beach sand delivery, the City Manager reported that Moffat & Nichol has located a contractor and source of sand, a price has been agreed upon, however the project is presently being held up at the County I I I 12-20-96 I 12-23-96 I 1-13-97 permitting level, between the County and the Corps of Engineers, assistance has been requested from Supervisor silva's office, and said at this time he has directed that the documents be secured and executed between the city and the contractor in readiness to commence transport of the sand. Councilmember Hastings suggested that Congressman Rohrabacher be contacted and requested to assist with the Corps as well. The Manager offered that the County was informed that should there be forthcoming storms there are people and property that could be in jeopardy. There was mention of holding the County liable for damages should that occur. . ADJOURNMENT It was the order of the Chair, with consent of the Council to adjourn the meeting until Monday, January 13th, 1997 at 6:30 p.m. to meet in Closed Session if necessary.
