A RESOLUTION OF TI-IE PLANNING
COMMISSION OF THE CITY OF SEAL BEACH
APPROVING MINOR PLAN REVIEW NO. 01-
5, PERMITTING A TEMPORARY TENT
STRUCTURE FOR GOLF CART STORAGE
AND BATTERY CHARGING AT THE OLD
RANCH COUNTRY CLUB, LOCATED AT 3901
LAMPSON AVENUE, SEAL BEACH
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH
DOES HEREBY FIND AND RESOLVE:
Section 1. On April 4, 2001, Bixby Ranch Company filed an application with
the Department of Devclopment Services for Minor Plan Review 01-5. Specifically, the
applicant is seeking approval to use a temporary tent structure, 40' x 120', for tcmporary
golf cart battery chaq,ring and storage during the remodcling and expansion of the
existing golf cart battery charging and storage area at the Old Ranch Country Club. Said
tent structure will be located approximately 133 feet northeasterly from the existing
Country Club and approximately 230 feet from Lampson Avenue.
Section 2. Pursuant to 14 Calif: Code of Regs. ~ 15025(a) and ~ II.B
of the City's Local CEQA Guidelines, staff has determined as follows: The application
for Plan Review 01-5 is categorically exempt from thc provisions of the California
Environmental Quality Act (CEQA) pursuant to 14 Calif. Code of Regs. ~ 15301(e)(2)
(Existing Uses), because it involves additions to existing structures less than 10,000
square fect in area, and is a negligible expansion of an existing use; pursuant to ~
15304(e) (Minor Alterations to Land): minor temporary usc of land having negli!,rible or
no pennanent effects on the enviromnent; pursuant to ~ 15305 (Minor Alterations in
Land Use Limitations), because the proposal involves a minor altcration in a land use
limitation and does not involve either a property in excess of 20% slope or a change in
land usc or density; and finally, pursuant to ~ 15061(b)(3) (Review for Exemption),
because it can be seen with certainty that there is no possibility that the approval may
have a significant effect on the environmcnt.
Section 3. A duly noticed hearing was held before the Planning
Commission on April 18, 2001 to consider the application for Minor Plan Review No.
01-5.
Section 4.
The record of the hearing on April 18, 2001 indicates the
following:
(a) On April 4, 2001, Bixby Ranch Company filed an applieation with
the Department of Development Services for Minor Plan Review 01-5.
(b) Specifically, the applicant is sceking approval to use a temporary
tent strueture, 40' x 120', for temporary golf cart battery charging and storage during the
remodeling and expansion of the existing golf cart battery charging and storage area at
the Old Ranch Country Club. Said tent structure will be located approximatcly 133 fect
northeasterly from the existing Country Club and approximately 230 feet from Lampson
A vcnuc.
(c) The subject property is legally deseribed as Orange County
Assessor's Parcel Numbers 130-01-14, 15 and 16, and is located in the Recreational Golf
(R-G) zone.

(d) The subject property IS irregular m shape with a lot area of
approximately 157 acres.
(e) The surrounding land uses and zoning arc as follows:
North: Los Alamitos Armed Forccs Rcserve Center in the City of
Los Alamitos and the Centex housing development currently under construetion as a
component of the Bixby Old Ranch Towne Center project. The Centex housing
development is zoned Residential Medium Density (RMD).
South: Naval Weapons Station Scal Beach in a Public Land Use
(PLUIR) zone, south of the 1-405 Freeway.
East: Residential uses in the College Park East area,
prcdominately zoned Residential Low Density (RLD).
Wcst: Old Ranch Towne Center in the General Commercial (C-2)
zone, residenees in the unincorporated community of Rossmoor, and commercial otlice
and restaurant uses in the City of Seal Beach, located in the Gencral Commercial (C-2)
Zone.
(f) As of April 12, 2001 staff has receivcd no written responses to its
mailed notice regarding Minor Plan Review 01-5.
Section 5. Based upon thc facts contained in the record, including those
statcd in ~ 4 of this resolution, and pursuant to ~ 28-2320 of the City's Code, the Planning
Commission hereby finds as follows:
(a) Minor Plan Review 01-5 is consistent with the provisions of thc
Land Use Element of the City's General Plan, which provides a "Rccrcational Golf'
designation for the subject property and penn its golf courses and related maintenance
facilities. The use is also consistcnt with the remaining elements of the City's General
Plan, as the policies of those elements are consistent with, and reflected in, the Land Use
Element. Accordingly, the proposed use is consistent with the General Plan.
(b) The nearest residential property use to the proposed loeation of the
temporary tent structure is approximatc1y 300 feet southeasterly, across Lampson
Avenue, in the College Park East neighborhood.
( c) The proposed tent structure has been revicwed and approved by the
Orange County Fire Authority.
(d) The proposed tent structurc is categorically exempt from the
provisions of the Califomia Environmental Quality Act (CEQA) pursuant to 14 Calif.
Code of Regs. ~ 15301(e)(2) (Existing Uses), because it involves additions to existing
structures less than 10,000 square feet in area, and is a negligible expansion of an existing
use; pursuant to * 15304(e): minor temporary use of land having negligible or no
pemlancnt cffeets on the enviromnent; pursuant to ~ 15305 (Minor Alterations in Land
Use Limitations), because the proposal involves a minor alteration in a land use limitation
and docs not involve either a property in excess of 20% slope or a change in land use or
density; and finally, pursuant to ~ 15061(b)(3), because it ean be seen with certainty that
thcrc is no possibility that the approval may have a significant effect on the environment.
(e) The proposed temporary tent structure is in keeping with the
provisions of Section 28-2320(a) through (g) of the Code.
(1) The building and property at 3901 Lampson Avenue are adcquatc
in size, shape, topography and loeation to meet the necds of the proposed temporary use
of the property.

(g) Required adherence to applicable building and fire codcs ensure
there will be adequate water supply and utilities for the proposed use.
Section 6. Based upon the foregoing, the Planning Commission
hereby approves Minor Plan Review 01-5, subject to the following conditions:
1. Minor Plan Review 01-5 is approved for the construction of a 4,800 square foot
temporary tent structure to be located approximately 133 feet northeasterly from
the existing Country Club and approximately 230 feet from Lampson Avenue, on
a portion of the ncwly developed parking area adjacent to the Country Club.
2. All construction shall be in substantial compliance with the plans approved
through MPR 01-5.
3. Minor Plan Review 01-5 is effective for 1 year from the issuance of the Building
Pcrmit for said temporary tent structure.
4. The Applicant shall comply with the provlslOns of Section 28-2320 (c)(3)
regarding cash deposits to guarantee removal of the tcmporary structures prior to
the issuance of a building pennit.
5. This Minor Plan Review shall not become effective for any purpose unless an
"Acceptance of Conditions" form has becn signed by the applicant in the presence
of the Dircctor of Development Services, or notarized and rctumed to the
Planning Department; and until the ten (10) day appeal period has elapsed.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the
City of Spal Beach at a meeting thereof held on the \ ~ day of
