RESOLUTION NUMBER 02-12
A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF SEAL
BEACH APPROVING PLANNED SIGN
PROGRAM 02-1 PERMITTING A PLANNED
SIGN PROGRAM FOR THE SEAL BEACH
VILLAGE SHOPPING CENTER AT THE
CORNER OF WESTMINSTER AVENUE AND
SEAL BEACH BOULEVARD
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH
DOES HEREBY FIND AND RESOLVE:
Section I. On February 11, 2002 Craig Dootson (the "Applicant")
tiled an application with the Department of Development Services for Planned Sign
Program 02-1.
Section 2. Pursuant to 14 Calif: Code of Regs. ~ 15301 and ~ Il.ll of
thc City's Local CEQA Guidelines, staff has determined as follows: The application for
Planned Sign Pro!,Jfam 02-1 is categorically exempt from review pursuant to the
California Environmental Quality Act pursuant to 14 Calif. Code of Regs. ~ 15305
(Minor Alterations in Land Use Limitations), because the proposal involves a mmor
alteration in land use limitation and does not involve either a property in excess of 20%
slope or a change in land use or density.
Section 3. A duly noticed public hearing was held before the Planning
Commission on March 6, 2002, to consider the application for Planned Sign Program 02-
2. At the public hearing the applicant spoke in favor of the request.
Section 4.
The record of the hearing of March 6,2002 indicates the
following:
a. On February 11, 2002, Craig Dootson (the "Applicant") filed an
application with the Department of Development Services for Planned Sign Program 02-
1.
b. Specifically, the applicant has submitted a "Sign Program" for the
Seal Beach Village Shopping Center located at the comer of Seal Beach Boulevard and
Westminster Ave. The Program calls for 4 different tenant ill signs, 1 large shopping
center ID si!,'ll, 4 low level monument signs, and 1 marquee sign.
c. Section 28-1803 sets forth the procedure to apply for a planned
Sign program.
d. The subject property is described as assessor's parcel number 095-
641-45.
e. Surrounding land uses and zoning are as follows:

Section 5. Based upon the facts contained in the record, including
those stated in *4 of this resolution and pursuant to ~~ 28-1803 and 28-2503 & 28-2504
of the City's Code, the Planning Commission makes the following findings:
. Planned Sign Program 02-1 is consistent with the intent of Article 18 (Sign
Provisions) by virtue ofthe nature ofthe signs, proposed placement of the signs on
the structures, and proposed construction materials.
. The proposed signs meet the minimwn design criteria established through Section 28-
1803 o[the Municipal Code.
. The approval o[this request does not constitute the granting of special privileges by
virtue of the fact that several similar approvals have been granted in thc past; the most
recent being within the Bixby Old Ranch Towne Center.
Section 6. Based upon the foregoing, the Planning Commission
hereby approves Planned Sign Pro/:,'THlTI 02-1 subject to the following conditions:
1. Planned Sign Pro/:,'Tam 02-1 is approved for the Seal Beach Village shopping
center at the Corner of Westminster Ave. and Seal Beach Boulevard. The
Program ineludes 4 separate tenant lD sign types, 1 large shopping center ID sign,
4 low level monument signs, and I marquee sign near the breezeway.
2. Any new signs or substantial deviation from the program approved herein by the
City must be approved through an amcndment to this Planned Sign Program.
3. This Planned Sign Pro/:,'Tam shall not become effective tor any purpose
unless/until a City "Acceptance of Conditions" tonn has been si/:,rned by the
applicant in the presence of the Director of Development Services, or notarized
and returned to the Planning Department; and until the ten (10) calendar-day
appeal period has elapsed.
4. This CUP shall become null and void unless exercised within one (1) year of the
date of final approval, or such extension of time ac; may be granted by the
Planning Commission pursuant to a written request tor extension submitted to the
Department of Development Services a minimum of ninety (90) days prior to
such expiration date.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the
City of Seal Beach at a meeting thereof held on the 6th day of March, 2002. by the
following vote:
