A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF SEAL BEACH APPROVING
PLANNED SIGN PROGRAM 02-2 PERMITTING A
PLANNED SIGN PROGRAM FOR THE ROSSMOOR
SHOPPING CENTER AT THE CORNER OF ST.
CLOUD AND SEAL BEACH BOULEY ARD
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES
HEREBY FIND AND RESOLVE:
Section 1. On July 31, 2002 Brian Gibbons (the "Applicant") filed an
application with the Department of Dcvclopment Services for Planned Sign Program 02-2.
Section 2. Pursuant to 14 Calif Code of Regs. * 15301 and * H.B of the
City's Local CEQA Guidelines, staff has dctcnnined as follows: The application for Planned
Sign Pro/;,rram 02-2 is categorically exempt from revicw pursuant to the California Environmental
Quality Act pursuant to 14 Calif. Code of Regs. ~ 15305 (Minor Alterations in Land Use
Limitations), because the proposal involves a minor altcration in land use limitation and does not
involve either a property in excess of20% slope or a change in land use or density.
Section 3. A duly noticed public hcaring was held before the Planning
Commission on September 4, 2002, to consider the application for Planned Sign Program 02-2.
At the public hearing the applicant spoke in favor of the request.
Scction 4.
The record of the hearing of September 4, 2002 indicatcs the
following:
a. On July 31, 2002, Brian Gibbons (the "Applicant") filed an application
with the Department of Development Services for Planned Sign Program 02-2.
b. Specifically, the applicant has submitted a "Sign Program" for the
Rossmoor Shopping Center located at the corner of Seal Beach Boulevard and St. Cloud. The
'program calls for replacement of existing pylon signs and new monument & directional signs.
c. Section 28-1803 sets forth the procedure to apply for a planned sign
program.
d. The subject property is dcscribcd as assessor's parcel numbers 086-492-
46; 086-491-63; 086-491-35
. The surrounding land uses and zoning arc as follows:

Section 5. Based upon the facts contained in the record, including those stated
in ~4 of this resolution and pursuant to ~~ 28-1803 and 28-2503 & 28-2504 of the City's Codc,
.the Planning Commission makes the following findings:

'. Planned Sign Program 02-2 is consistent with thc intellt of Article 18 (Sign Provisions) by
virtuc ofthe nature of the signs, proposcd placement of the signs, and proposcd cOllstruction
materials.
. The proposed si/:,'Ils meet the minimum design criteria established through Section 28-1803 of
the Municipal Code.
. Thc approval of this request does not constitute the granting of special privileges by virtue of
the fact that several similar approvals have becn grantcd in the past; the most recent being
within the Bixby Old Ranch Towne Center.
Section 6. Bascd upon the foregoing, the Planning Commission hereby
approvcs Planned Sign Program 02-1 subject to the following condItions:
1. Planned Sign Program 02-2 is approved for the Rossmoor shopping center at the comer
of St. Cloud and Seal Beach Boulevard, continuing north along Seal Beach Boulevard.
The Program includes 3 separate tenant ID sign types, broken into three categorics:
. Replacement of existing "Pylon" signs
. Monument signs to be placed at the entrance to thc ccnter at Towne Center Dr.
. Dircctional signage to be placed within the shopping center parking lot and/or
drive isles
2. Any new signs or substantial deviation from thc program approved herein by the City
must be approved through an amendment to this Planned Sign Program.
3. Any new "directional" signage must mect thc maximum dimensions as approved through
this sign program, and the total square footage of all future directional signs shall not
exceed 204 square feet.
4. This Planned Sign Program shall not become effective for any purpose unless/until a City
"Acceptance of Conditions" form has been signed by the applicant in the presenee of the
Director of Developmcnt Services, or notarizcd and returned to the Planning Department;
and until thc ten (10) calcndar-day appeal period has elapsed.
5. This CUP shall become null and void unless exercised within one (1) year of the date of
final approval, or such extension of time as may be granted by the Planning Commission
pursuant to a written rcquest for extension submItted to the Department of Development
Services a minimum of ninety (90) days prior to such expiration date.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the City of
Seal Beach at a meeting thercofheld on the 4th day ofScptember, 2002, by the following vote:
