A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF SEAL BEACH RECOMMENDING
TO THE CITY COUNCIL THE ADEQUACY OF THE
FINAL ENVIRONMENTAL IMPACT REPORT FOR
THE BOEING INTEGRATED DEFENSE SYSTEMS
(BIDS) SPECIFIC PLAN
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES
HEREBY FIND AND RESOLVE:
Section 1. Boeing Realty Corporation has submitted a development applIcation
for the Boeing Integrated Defense Systems property. The request is to amend the General Plan,
adopt a Specific Plan and amend the Zoning Map to facilitate the proposed land uses described
below. The proposed BIDS Specific Plan involves a mixed-use development on 107 acres
consisting of a vanety of commercial/retail, hotel, restaurant and business parkland uses ("the
Project").
Section 2. Pursuant to 14 Calif. Code of Regs. ~ 15025(a) and 9 II.C and III of
the City's Local CEQA Guidelines, staff prepared an Initial Study and a Draft Environmental
Impact Report (DEIR) for the Project. The City retained RBF Consultants to prepare the required
environmental documents, which have been submitted to the City for independent review. The
DEIR was CIrculated for public review and comment from December 27, 2002 to February 10,
2003, in compliance with the provisions of the California Environmental Quality Act and the City's
Local CEQA Guidelines. Upon completion of these public review periods, a Final EnVIronmental
Impact Report (FEIR) was completed and reviewed by the Planning Commission at a public hearing
held on May 7,2003. At the public hearing the Planning Commission took testimony and evidence,
both written and oral, regarding the adequacy of the FEIR.
Section 3. The Planning Commission has independently reviewed the FEIR, the
staff report, additional oral and written comments, the proposed Conditions of Approval, proposed
Mitigation Measures, and the Mitigation Monitoring Program prepared by RBF Consultants, at the
above referenced public hearing.
Section 4. Based upon its review of the above mentioned documents, and upon
substantial evidence in the record, the Planning Commission recommends to the City Council that
the BIDS Specific Plan EIR, including the DEIR and FEIR, represents the
independent judgment of the City of Seal Beach, and that the FEIR is legally adequate in
terms of compliance with CEQA and the City's Local CEQA Guidelines.
PASSED, APPROVED AND ADOPTED by the Planning CommIssion of the CIty
of Seal Beach at a meeting thereof held on the 21 st day of May 2003 by the following vote:
AYES: Commissioners Hood, Deaton, Ladner, Shanks, and Sharp
NOES: Commissioners None
