A RESOLUTION OF THE
ENVIRONMENTAL QUALITY CONTROL
BOARD OF THE CITY OF SEAL BEACH
RECOMMENDING TO THE PLANNING
COMMISSION/CITY COUNCIL THE
ADEQUACY OF THE FINAL
ENVIRONMENTAL IMPACT REPORT
RELATING TO THE BOEING SPECIFIC
PLAN, WITH MODIFICATIONS
THE ENVIRONMENTAL QUALITY CONTROL BOARD OF THE
CITY OF SEAL BEACH DOES HEREBY FIND AND RESOLVE:
Section I. Boeing Realty Corporation has submitted a development
application for the Boeing Space and Communications headquarters property with the
development proposals set forth below:
o The proposed mixed-use project consists of cOlmnercial/retail, hotel, restaurant and
business park uses as submitted by the applicant, Boeing Realty Corporation. The
site is approximately 107 acres in size. The Specific Plan proposes to maintain
and/or redevelop the existing floor area of 1,150,000 square feet, and to add an
additional 1,060,500 square feet with the following allocation of uses:

o The project includes requests for a General Plan Amendment, Zone Change and
Vesting Tentative Tract Map to change the Boeing property designation from Light
Industrial in the General Plan and zoned Light Manufacturing (M-I), to a General
Plan designation of Business Park and zoning designation of Specific Plan
Regulation (SPR). In addition, the project will require an alTIendment to the
Circulation Element of the General Plan to add the proposed Apollo Drive
alignment.
Section 2. Chapter 7B of the Code of the City of Seal Beach establishes
the Environmental Quality Control Board (EQCB) and sets forth its powers and duties. The
EQCB has been delegated the responsibility to review Environmental Impact Report (ElR)
documents for proposed developments within the City and to make a recommendation
regarding the adequacy of those E1R documents to the Planning Commission and/or City
Council.
Section 3. Pursuant to 14 Calif. Code of Regs. ~ 15025(a) and ~ II.C
and III of the City's Local CEQA Guidelines, staff prepared an Initial Study and a Draft
Environmental Impact Report (DEIR) which was circulated for public review and comment
from December 27, 2002 to February 10, 2003, in compliance with the provisions of the
California Environmental Quality Act and the City's Local CEQA Guidelines. The Final
EIR has now been completed and is before the EQCB for a recommendation as to the
adequacy of the document.
Section 4. The required DEIR and FE1R were prepared by RBF
Consulting, and have been submitted to the City.
Section 5. The EQCB met on April 21, 2003, and considered the staff
report, the infonnation in the Final E1R, the "Responses to Comments", and the proposed
Mitigation Measures prepared by RBF Consulting.
Section 6. Based upon its independent review of the above mentioned
reports, and subject to the revisions set forth in Exhibit A being completed, the
Environmental Quality Control Board hereby recOlmnends that the City Council certify the
Boeing Specific Plan Environmental Impact Report to be adequate in terms of compliance
with CEQA and the City's Local CEQA Guidelines.
PASSED, APPROVED AND ADOPTED by the Enviromnental Quality Control
Board of the City of Seal Beach at a meeting thereof held on the 21st day of April, 2003 by
the following vote:

The Environmental Quality Control Board of the City of Seal Beach met on Monday, April
21, 2003 to review the above-referenced Final E1R. Following is a summary of what we
believe are the key inadequacies of this Final ElR.
I. The City Council should consider reducing the wind speed and duration article
within AQMD rule 403.
2. Long term noise impact analysis is inadequate and does not sufficiently mitigate
noise impacts.
3. Short term construction noise analysis is inadequate with respect to sensItive
receptors is inadequate and the proposed mitigation does not adequately address
short term noise impacts.
4. Traffic analysis at the Leisure World entries is inaccurate.
5. Long term traffic analysis and proposed mitigation are inadequate. Consideration of
future buildout, pursuant to the circulation element of the City's General Plan, of the
Seal Beach Boulevard bridge widening over the 405 freeway should be considered
within the E1R docwnent.
The Enviromnental Quality Control Board authorized the submission of this memorandum
to the PlaIming Commission and/or City Council at the April 21, 2003 meeting of the
Environmental Quality Control Board on a 3 - 2 vote.
