ROLL CALL Present: Mayor Forsythe councilmembers Brown, Hastings, Laszlo Absent: Councilmember Doane . ,. Also present: Mrs. Yeo, city Clerk Hastings moved, second by Brown, to excuse the absence of Councilman Doane from this meeting. AYES: NOES: ABSENT: Brown, Forsythe, Hastings, Laszlo None Doane Motion carried I WAIVER OF FULL READING Hastings moved, second by Brown, to waive the reading in full of all ordinances and resolutions and that consent to the waiver of reading shall be deemed to be given by all Councilmembers after reading of the title unless specific request is made at that time for the reading of such ordinance or resolution. AYES: NOES: ABSENT: Brown, Forsythe, Hastings, Laszlo None Doane Motion carried ORAL COMMUNICATIONS Mayor Forsythe declared Oral Communications open. Mr. Charles Antos, 328 - 17th Street, mentioned a news article of this date relating to an investigation subsequent to a City of Westminster Council election of persons found to be improperly registered to vote, many from their business addresses. He spoke of various voter situations discovered during this,city's March 29th election, persons registered from mail boxes, most of whom were discovered to not be residents of Seal Beach, a business person registered from two and possibly three different addresses, etc. Mr. Antos touched on the requirement that voters be registered from their residence address, not from a business, yet noted a voter's mail may be delivered elsewhere, also the oath that the voter information provided is true and correct under the penalty of perjury, etc. There being no further comments, Mayor Forsythe declared Oral Co~unications closed. I r CONSENT CALENDAR - ITEMS "A" thru "E" Hastings moved, second by Laszlo, to approve the recommended action for the items on the Consent Calendar as presented. I I ,I .~. 4-5-94 A. Adopted Resolution Number 4292 entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, RECITING THE FACTS OF THE PRIMARY MUNICIPAL ELECTION HELD IN THE CITY OF SEAL BEACH ON THE 29th DAY OF MARCH, 1994, DECLARING THE RESULTS THEREOF, AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW. By unanimous consent, full reading of Resolution Number 4292 was waived. B. Adopted Ordinance Number 1383 entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD IN THE CITY ON TUESDAY, MAY 10, 1994, FOR THE ELECTION OF CERTAIN OFFICERS OF THE CITY AS REQUIRED BY THE PROVISIONS OF THE CHARTER OF THE CITY OF SEAL BEACH." By unanimous consent, full reading of Ordinance Number 1383 was waived. c. Adopted Resolution Number 4293 entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF ORANGE TO RENDER SPECIFIED SERVICES TO THE CITY RELATING TO THE CONDUCT OF A GENERAL MUNICIPAL ELECTION TO BE HELD IN THE CITY ON TUESDAY, MAY 10, 1994." By unanimous consent, full reading of Resolution Number 4293 was waived. D. Adopted Resolution Number 4294 entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, ORDERING THAT THE CANVASS OF THE GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, MAY 10, 1994, BE MADE BY THE CITY CLERK." By unanimous consent, full reading of Resolution Number 4294 was waived. E. Adopted Resolution Number 4295 entitled "A RESOLUTION OF THE CITY OF SEAL BEACH, CALIFORNIA, ESTABLISHING VOTING PRECINCTS AND POLLING PLACES, APPOINTING PRECINCT BOARD MEMBERS AND FIXING COMPENSATION FOR THE GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, MAY 10th, 1994." By unanimous consent, full reading of Resolution Number 4295 was waived. AYES: NOES: ABSENT: Brown, Forsythe, Hastings, Laszlo None Doane Motion carried To an inquiry of a member of the audience, the city Clerk explained that the nine provisional and seven absentee ballots returned from the polling places on election evening were forwarded to the County Registrar of Voters to be checked, of those seven provisional and seven absentee ballots were then included and counted in the final vote tally. The Clerk again explained that the County has indicated the 1198 Pacific Coast Highway registrations have been canceled with the exception of one person who is a resident and has reregistered to vote, a list of persons registered from Main Street business locations 4-5-94 I 4-11-94 to which letters had been sent prior to the election advisinq of their improper reqistration was also forwarded to the County Reqistrar for further action, a list of persons who are known to have moved, are deceased, etc., also forwarded. ORAL COMMUNICATIONS Mayor Forsythe declared Oral Communications open. Mr. Charles 1-' Antos, 328 - 17th street, suqqested that leqislation be proposed at the State level to require persons to rereqister more frequently. There beinq no further comments, Mayor Forsythe declared Oral Communications closed. ADJOURNMENT It was the order of the Chair, with consent of the Council, to adjourn the meetinq until April 11th, 1994 at 6:30 p.m. to meet in Closed Session if deemed necessary. ROLL CALL Present: Mayor Forsythe Councilmembers Brown, Doane, Hastinqs, Laszlo Absent: None Also present: Mrs. Yeo, City Clerk CLOSED SESSION The city Clerk announced that the City Council would meet in I Closed Session in the city Manaqer's Conference Room pursuant to Government Code Section 54957.6 to discuss neqotiations with the employee orqanizations, the Police Officers Association and the Oranqe County Employees Association. By unanimous consent, the Council adjourned to Closed Session at 6:32 p.m. The Council reconvened at 7:01 p.m. with Mayor Forsythe callinq the meetinq to order. The City Attorney reported the Council had met in Closed Session to discuss the matter identified on the aqenda and qave directions relatinq to neqotiations with the employee orqanizations.
