SUBJECT: INCREASE RECREATIONAL PROGRAMMING IN
COLLEGE PARK EAST AND RE-ESTABLISHMENT
OF A PILOT "BEACH BUGGY" SHUTTLE PROGRAM
SUMMARY OF REQUEST:
That the City Council: 1) Receive and file this staff report; and 2) Direct staff to
enter into negotiations with the Los Alamitos School District to develop an
agreement to re-establish a pilot "Beach Buggy" shuttle program for the month of
July 2009.
BACKGROUND:
During Council Comments at the January 12, 2009 City Council meeting, the
issue of increased recreation programs in the College Park East area was
brought forward by Councilman Miller. Additionally, the possibility of re-
establishing a "Beach Buggy" transportation program for College Park East and
College Park West residents was also discussed by the Council. Following
discussion of these items, Mayor Shanks requested that the Recreation and
Parks Commission review and discuss the request by Councilman Miller, and
bring forward a recommendation to the Council.
On March 25, 2009, staff presented Council's request regarding increased
recreation programs in College Park East and the "Beach Buggy" concept to the
Recreation and Parks Commission. Staff identified three possible options:
1) staff parks in College Park East with City employees to operate summer
programs; 2) contract with professional instructors through the 2009 Summer
Recreation Brochure to provide classes in College Park East parks; and 3) re-
establish the "Beach Buggy" shuttle program. Following discussion, the
Commission directed staff to develop a survey for College Park East residents
that would help to better identify areas of recreation that they would be interested
in participating in, and ascertain if they would be interested in participating in a
"Beach Buggy" shuttle program. Beginning the first week of April, surveys were
mailed by the College Park East Neighborhood Association in conjunction with
Agenda Item F

their monthly newsletter, and surveys were also available at the College Park
East Neighborhood Association Spring Fling on Saturday, April 11, 2009.
When the Recreation and Parks Commission reconvened for its monthly meeting
on April 15, 2009, staff reported on findings from surveys that had been returned
to the Community Services office. To date, 20 surveys have been returned to the
Community Services office. The majority of responses stated that residents
would be interested in participating in classes at parks in College Park East.
Additionally, the majority of those who responded indicated that they would also
be interested in participating in a "Beach Buggy" shuttle program 1 to 3 times per
week. Following discussion, the Commission unanimously approved making the
following recommendations to the City Council:
• Development of contract classes in the Summer 2009 Recreation
Brochure in College Park East to include:
•Sports camps (Almond Park)
•Educational camps (Heather Park)
• Implementation of a pilot "Beach Buggy" bus transportation program
for College Park East and College Park West residents through the
Los Alamitos Unified School District for the month of July.
Staff has identified several one-week camps that will be offered through the
Summer 2009 Recreation Brochure at Almond Park and Heather Park.
FINANCIAL IMPACT:
The only financial impact to increase contract classes in College Park East would
be for the use and service of portable restrooms at Almond Park and Heather
Park. The total cost would be approximately $244.00 per month for a total of two
portables, one at Almond Park and one at Heather Park.
The estimated financial impact fora "Beach Buggy" shuttle transportation
program through the Los Alamitos Unified School District for the month of July
2009 is $20,000.
RECOMMENDATION:
That the City Council: 1) Receive and file this
enter into negotiations with the Los Alamito
agreement to re-establish a pilot "Beach Buggy'
July 2009.
