A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF SEAL BEACH APPROVING
PLANNED SIGN PROGRAM 05-1 PERMITTING A
PLANNED SIGN PROGRAM FOR THE SEAL
BEACH MALL AT 311 MAIN STREET, SEAL
BEACH
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY FIND
AND RESOLVE:
Section 1. On June 9, 200S, Robin Fairman on behalf of Michael Karahalios
(the "Applicant") filed an application with the Department of Development Services for Planned
Sign Program OS-I.
Section 2. Pursuant to 14 Calif. Code of Regs. 9 15301 and 9ILB of the
City's Local CEQA Guidelines, staff has determined as follows: The application for Planned
Sign Program OS-1 is categorically exempt from review pursuant to the California EnVIronmental
Quality Act pursuant to 14 Calif. Code of Regs. 9 15305 (Minor Alterations in Land Use
LimItatIons), because the proposal involves a minor alteration in land use limitation and does not
involve either a property in excess of 20% slope or a change in land use or density.
Section 3. A duly noticed public hearing was held before the Planning
Commission on July 20, 200S, to consider the application for Planned Sign Program 05-1.
Section 4.
The record ofthe hearing of July 20, 2005 indicates the following:
(a) June 9, 200S, Robin Fairman, on behalf of Michael Karahalios (the
"Applicant"), filed an application with the Department of Development Services for Planned
Sign Program OS-I.
(b) Specifically, the applicant has submitted a "Sign Program" for the Seal
Beach Mall building at 311 Main Street. The Program calls for three different tenant
identification awning signs.
(c) Section 28-1803 sets forth the procedure to apply for a planned sign
program.
(d) The subject property is described as assessor's parcel number 043-112-34.
(e) Surrounding land uses and zoning are as follows:

Section 5. Based upon the facts contained in the record, including those stated
in ~4 of this resolution and pursuant to 9~ 28-1803 and 28-2503 & 28-2504 of the City's Code,
the Planning Commission makes the following findings:
(a) Planned Sign Program 05-1 is consistent with the intent of Article 18
(Sign Provisions) and the General Plan.
(b) The proposed signs meet the design criteria established through SectIon
28-1803 of the Municipal Code.
(c) Approval of this request does not constitute the granting of special
privilege or allow substantial greater visibility and the standard provisions allow.
(d) The following items have been considered as part of this Planned Sign
Program:
1. Distance of buildings from street
2. Size of buildings
3. Traffic speed on the street
4. Arrangement of buildings on the lot or parcel
5. Number of anchor tenants
(e) The proposed Planned Sign Program is consistent with the intent and
purpose and vision established for the Main Street Specific Plan.

(f) The proposed Planned Sign Program does not conflict with the Specific
Plan's goal to establish and maintain a balanced mix of uses that serve the needs of both local
and non-local populations.
(g) The Planned Sign Program will contribute to the unique character of Main
Street and the qualities that provide the Main Street sense of identity.
Section 6. Based upon the foregoing, the Planning Commission hereby
approves Planned Sign Program 05-1 subject to the following conditions:

1. Planned Sign Program 05-1 is approved for the Seal Beach Mall for three sizes of
projecting canvas awnings to identify building tenants.
2. Any substantial deviation from the program approved herein by the City must be
approved through an amendment to this Planned Sign Program.
3. In order to achieve consistency with the building, all of the signs and lettering will be of
the same material and color.
4. This Planned Sign Program is for exterior canvas awning fascia signs only. Any
additional signs, including window signs and multi-tenant signs, must be within the
allowable sign regulations of the Municipal Code, including any potential sign
regulations approved within the Main Street Specific Plan area and should not be visually
incompatible as determined by the Director of Development Services.
5. Since this Planned Sign Programs excludes the restaurant signs at the corner of the
building, Planning Commission review for any requested illuminated signs is necessary
as a scheduled matter prior to any building permit for restaurant sign lighting.
6. This Planned Sign Program shall not become effective for any purpose unless/until a City
"Acceptance of Conditions" form has been signed by the applicant in the presence of the
Director of Development Services, or notarized and returned to the Planning Department;
and until the ten (10) calendar-day appeal period has elapsed.
7. This Planned Sign Program shall become null and void unless exercised within one (1)
year of the date of final approval, or such extension of time as may be granted by the
Planning Commission pursuant to a written request for extension submitted to the
Department of Development Services a minimum of ninety (90) days prior to such
expiration date.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the City of Seal Beach
at a meeting thereof held on the 20th day of July 2005 by the following vote:
AYES: Commissioners Shanks, Deaton, Ladner, O'Malley, and Roberts,
NOES: Commissioners None
