The City Council of the city of Seal Beach met in regular
adjourned session at 7:00 p.m. with Mayor Forsythe calling the
meeting to order with the Salute to the Flag.

APPROVAL OF AGENDA
Hastings moved, second by Brown, to approve the agenda as
presented.

RESOLUTION NUMBER 4300 - DECLARING RESULTS - GENERAL MUNICIPAL
ELECTION - MAY 10th. 1994
Resolution Number 4300 was presented to Council entitled "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH,
CALIFORNIA, RECITING THE FACTS OF THE GENERAL MUNICIPAL ELECTION
HELD IN THE CITY OF SEAL BEACH ON THE 10th DAY OF MAY, 1994,
DECLARING THE RESULTS THEREOF, AND SUCH OTHER MATTERS AS ARE I~
PROVIDED BY LAW." By unanimous consent, full reading of
Resolution Number 4300 was waived. Hastings moved, second by
Brown, to adopt Resolution Number 4300 as presented.

OATHS OF OFFICE
The City Clerk administered the Oath of Office to Marilyn 'Bruce
Hastings, Gwen A. Forsythe, and William J. Doane, duly elected
members of the City Council to represent councilmanic Districts
One, Three and Five for the full term of four years.
COUNCIL REORGANIZATION
SELECTION OF MAYOR
Mayor Forsythe declared nominations open and nominated Mr.
George Brown for the position of Mayor for the upcoming year.
There being no further nominations, Laszlo moved, second by
Hastings, to declare nominations closed.
Mr. Brown was unanimously declared Mayor for the year 1994/95.
SELECTION OF MAYOR PROTEM I'~
Mayor Forsythe declared nominations open for Mayor ProTem.
Councilmember Hastings nominated Mr. Frank Laszlo for the
position of Mayor ProTem for the upcoming year. There being no
further nominations, Doane moved, second by Forsythe, to declare
nominations closed.
Mr. Laszlo was unanimously declared Mayor ProTem for the year
1994/95.
Mayor Brown presented outgoing Mayor Forsythe with a city plaque
recognizing her service to the community as Mayor for the year

1993/94. He commended the energy and enthusiasm of Mrs.
Forsythe in her many endeavors, the PTA carnival, numerous
community events, as a Baseball Mom, a wife and mother, yet
devoting time to the conduct of City business in a well informed
manner while keeping in mind what is felt to be the desires of
the citizens. Mrs. Forsythe accepted the plaque and comments
with appreciation, and Mayor Brown accepted the Council gavel.
RESOLUTION NUMBER 4301 - SIGNATURE AUTHORIZATIONS - DEMANDS ON
THE TREASURY
Resolution Number 4301 was presented to Council entitled "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH,
CALIFORNIA, PROVIDING AUTHORIZATION TO SIGN DEMANDS AND CHECKS
FOR THE WITHDRAWAL OF FUNDS ON DEPOSIT WITH THE BANK OF AMERICA,
AUTHORIZING ALTERNATE SIGNATURES, AND RESCINDING RESOLUTION
NUMBER 4181. II By unanimous consent, full reading of Resolution
Number 4301 was waived. Hastings moved, second by Laszlo, to
adopt Resolution Number 4301 as amended to insert the name of
George E. Brown as Mayor.

ORAL COMMUNICATIONS
There were no Oral Communications.

CLOSED SESSION
The City Manager announced that pursuant to Government Code
section 54957.6 the Council would meet in Closed Session with
the labor negotiator, the city Manager, to discuss the meet and
confer process with the employee organizations, the Police
Officers Association, the Orange County Employees Association,
and the Non-Represented Employees. By unanimous consent, the
Council adjourned to Closed Session at 7:16 p.m. The Council
reconvened at 7:49 p.m. with Mayor Forsythe calling the meeting
to order. The City Manager reported the Council had met in
Closed Session to discuss the matters previously identified,
gave direction to the labor negotiator, and took no 'further
action.
ADJOURNMENT
It was the order of the Chair, with consent of the Council, to
adjourn the meeting until Monday, May 23rd at 6:30 p.m. to meet
in Closed Session if deemed necessary. By unanimous consent,
the meeting was adjourned at 7:5 p.m.
