HomeMy WebLinkAboutCC AG PKT 2009-06-08 #ADATE: June 8, 2009 TO: Honorable Mayor and City Council THRU: David Carmany, City Manager , FROM: Vince Mastrosimone, Director of Public Works SUBJECT: RELOCATE RADAR SPEED SIGN ON EASTBOUND LAMPSON AVENUE SUMMARY OF REQUEST: The City Council is asked to adopt Resolution No. 5875 removing the radar calming /speed sign from eastbound Lampson Avenue and reinstall it on westbound Lampson Avenue before the bend in the road. BACKGROUND: The City of Seal Beach received a grant through the California Office of Traffic Safety (OTS) for 2 Radar Speed Signs. The signs use radar to read and display speed of approaching vehicles. They were installed in April 2007 in an effort to slow down speeding vehicles at locations where cars often travel to fast for the conditions of the roadway. One location is on southbound Seal Beach Boulevard near Bolsa Avenue just before McGaugh Elementary School and the other is located on eastbound Lampson Avenue before Candleberry Avenue at the bend in the roadway. At the May 11, 2009 City Council Meeting, Council requested staff to relocate the existing radar speed sign on Lampson Avenue. The sign emits a bright illumination during the night time hours which disturbs the adjacent residents. Staff performed a field investigation and determined a new location that will serve the same purpose and will have no effect to any adjacent residents. The new location will be on the westbound side of Lampson Avenue before the same bend in the roadway. Agenda Item A Page 2 FINANCIAL IMPACT: The cost to remove the existing sign, repair the concrete sidewalk, and install the sign on westbound Lampson Avenue is approximately $7,000.00 There are sufficient funds in the City's FY 2008 -2009 Street Operations and Maintenance Fund. RECOMMENDATION: It is recommended City Council adopt Resolution No. 5875 removing the radar calming /speed sign from eastbound Lampson Avenue and reinstall it on westbound Lampson Avenue before the bend in the road. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: Section 1. The City Council hereby authorizes the removal of radar calming/speed sign from eastbound Lampson Avenue and the reinstallation on westbound Lampson Avenue.
