SUBJECT: APPROVAL OF A TRANSPORTATION SERVICES
AGREEMENT FOR THE PILOT "BEACH BUGGY„
SHUTTLE PROGRAM
SUMMARY OF REC~UEST:
That the City Council approve Resolution No. 5877 a Transportation Services
Agreement with the Los Alamitos Unified School District for a pilot "Beach Buggy"
shuttle program.
BACKGROUN®:
At its regular meeting of May 11, 2009, the City Council unanimously approved
the re-establishment of a pilot "Beach Buggy" shuttle program, and directed staff
to enter into negotiations with the Los Alamitos School District to develop an
agreement to provide transportation services from College Park East and College
Park West to several key areas of recreation in the City.
The goal of the pilot "Beach Buggy" shuttle program is to offer children
recreational opportunities that are not geographically available to them. Staff has
been working with representatives from the Los Alamitos School District, as well
as with our Risk Consultant at the California Joint Powers Insurance Authority to
ensure that all liability considerations were identified, addressed, and
incorporated into the transportation services agreement. The pilot "Beach Buggy"
shuttle program will operate strictly as a shuttle service to transport children ages
8-17 to the beach and various parks that offer summer recreational programs.
Children interested in participating in the program must have a parent or legal
guardian complete a program participant waiver in the Community Services
office. Waiver forms will also be made available on the City's website; however,
they must be turned into Community Services before participating in the program
to ensure that proper identification is verified. Once a program participation
waiver is signed and submitted to Community Services staff, participants will
receive a bus pass that authorizes them to ride the bus. The bus pass will

identify the participant, their bus stop of origin, parent/legal guardian name, and
emergency contact numbers.
Bus stops and schedules were developed and identified by staff in conjunction
with representatives of the Los Alamitos Unified School District to ensure that
there would be no conflicts with the District's summer school programs. The
agreed upon bus stops are as follows:
• Centex Homes (Seal Beach Blvd. & Plymouth Drive)
• Heather Park (College Park East)
• Bluebell Park (College Park East)
• Edison Park (College Park West)
• Marina Park
• Seal Beach Pier
In order to provide transportation service to these areas throughout the day, the
Los Alamitos Unified School District will be providing one (1) Compressed
Natural Gas (CNG) bus, with the maximum capacity of 84 passengers, and will
be scheduled to make three (3) shuttle trips per day, Monday through Friday, at
10:00 a.m., 1:00 p.m., and 4:00 p.m. The 10:00 a.m. stop is one-way driving in
the direction of the beach starting at the Centex homes and ending up at the Seal
Beach Pier. The 1:00 p.m. route is a round-trip shuttle service giving riders in
College Park East and College Park West an opportunity to go to Marina Park or
the Seal Beach Pier, as well as riders who have been at Marina Park and the
Seal Beach Pier an opportunity to return home early. The final route of the day
at 4:00 p.m. is one-way, beginning at the Seal Beach Pier.
Buses will be operated by certified Los Alamitos Unified School District bus
drivers that meet current standards to operate buses, all of whom have extensive
experience working with children in the Seal Beach area. In order to supervise
the "Beach Buggy" program, verify authorized participants, and evaluate the
benefits of the program, a Community Services staff member will be present at
all times on the bus throughout the duration of the program. A crucial
responsibility of the staff member will be participant supervision, as well as
ensuring that each bus rider is in possession of their bus pass and that they only
depart the bus at the end of the day at their bus stop of origin. The agreement
incorporates the ability for one or more City employees to ride the bus, and has
been reviewed and approved by the City's Risk Consultant and the California
Joint Powers Insurance Authority as well.
The pilot "Beach Buggy" shuttle program will begin the first day of summer
school, which is Monday, June 22"d, and operate through Friday, July 31St, as
initially approved by the City Council on May 11, 2009. However, if the program
proves to be successful and of value to the children in College Park East and
College Park West, and participation is ongoing and consistent, staff will bring a
recommendation back to the Council to request that the program be extended

through the month of August. The term of the attached Transportation Services
Agreement has been drafted to continue through the first day of the school year
unless previously terminated to accommodate this potential extension as well.
FINANCIAL IMPACT:
The estimated financial impact to the City for bus transportation services
provided by the Los Alamitos Unified School Qistrict in conjunction with the pilot
"Beach Buggy" shuttle program is approximately $20,000 per month. If the
Council approves the attached Transportation Services Agreement, staff will
bring back a budget amendment at the July 13th City Council meeting.

BEACH APPROVING A TRANSPORTATION SERVICES
AGREEMENT WITH THE LOS ALAMITOS UNIFIED SCHOOL
DISTRICT
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE:
SECTION 1. The City Council hereby approves a Transportation Services
Agreement between the City of Seal Beach and the Los
Alamitos Unified School District regarding the pilot "Beach
Buggy" shuttle program.
SECTION 2. The Council hereby directs the City Manager to execute the
Transportation Services Agreement.

meeting hereof held on the 8th day of June , 2009 by the following vote:
