HomeMy WebLinkAboutEQCB Min 1985-03-19 MINUTES . March 19, 1985 Present: Members Potter, Kolb, Knapp and Broaddus MEETING opened at 7:35 p.m. with the Pledge of Allegiance. Minutes of the January 15, 1985 EQCB meeting were approved with corrections. DISCUSSION: OLD BUSINESS: 1. Airport Noise Compatibility Task Force Explanation of documents, provided in the EQCB packets, regarding noise generation due to frequency of flight and source of noise (type of aircraft). 2. Environmental Guidelines . Mr. Potter indicated that the amendment to the City's environmental guidelines (approved January 15, 1985) would be edited by him and sent to the City Council, Planning Commission, City Manager and the Department of Development Services. NEW BUSINESS: 1. Southern California Edison Tour Mr. Potter announced that a tour of the Southern California Edison Power Plant was scheduled for 8:00 p.m. An invitation to all present was made at this time. MEETING adjourned at 7:50 p.m. ." (, ( . NEWS RELEASE The Seal Beach Environmental Quality Control Board, as part of its study of the Alamitos and Haynes Power Plants' fallout emissions, received 14 letters alledging problems related to . the power plant operations. These letters, mostly from Leisure World, were turned over to the South Coast Air Quality Management District for investigation. While suggesting windblown sand and dirt were the likely sources of complaints in 12 cases, the AQMD did state that "in the future, if the economics dictate that the power plants burn oil on a large scale,...a soot fallout problem...may occur." AQMD further stated: "If a specific incident of fallout occurs which we are able to trace to a specific source and a considerable number of people are willing to testify in court as to the damage caused to their health and/or property, we would be able to issue a notice of violation and pursue litigation." . The Board suggests that residents quickly notify Mr. Charles Berry (213) 532-4102, head of AQMD's Energy Section, after a pollution incident is believed to occur. If a complaint is, made, the Board requests that Dana Ogdon, Administrative Aide, Dept. of Developmental Services, City of Seal Beach, also be notified in writing so that he can inform the Board. A copy of AQMD's letter is attached.
