PRESENT: Members Potter, Ko1b, Knapp, Eisenberg & Broaddus MEETING opened at 7:40 p.m. with the Pledge of Allegiance. MINUTES of the August 21, 1984 and November 20, 1984 EQCB Meetings were approved with corrections. DISCUSSION: OLD BUSINESS: 1 . AQ~1D Press release regarding the SCAQMD investigation was requested to be sent to News Enterprise, Leisure World, Seal Beach"Journal, Press Telegram, Register and Brand X (Times). 2. ASBESTOS Mr. Kolb described his efforts to alert College Park West of the possible Asbestos problem. . NEW BUSINESS: 1. ENVIRONMENTAL GUIDELINES It was determined that the City's environmental guidelines should be modified to allow scoping sessions (early public consultation) and meetings to be included. Sections 1S083 and 1S082(c) of CEQA are to be incorporated into the next revision of the City's guidelines so that all future EIR's could utilize them. The amendment was written and read by Mr. Eisenberg. Motion for approval by Mr. Potter. Second by Mrs. Knapp. AYES: NOES: ABSTAIN: Potter, Kolb, Knapp, Eisenberg, Broaddus None None Amendment is to be edited and sent to City Council, Planning Commission, City Manager and the Department of Development Services. 2. BIXBY The Bixby EIR was discussed. It was determined that the EQCB did not recommend approval of the EIR. . 3. POWER PLANT Mr. Potter will try and schedule a tour of the local power plant. The, Board has notified the discharger and interested agencies and persons of its intent to prescribe waste discharge requirements for this discharge and has provided them with an opportunity to submit their written views and recommen- dations. The Board in a public hearing heard and considered all comments pertaining to the discharge and to the tentative requirements. This Order shall serve as a National Pollutant Discharge Elimination System permit pursuant to Section 402 of the Federal Clean Water Act, or amendments thereto, and shall take effect April 25, 1985, provided the Regional Administrator, EPA, has no objections. IT IS HEREBY ORDERED, that Southern California Edison Company, in order to meet the provisions contained in Division 7 of the California Water Code and regulations adopted thereunder, and the provisions of the Federal Clean Water Act and regulations and guidelines adopted thereunder, shall comply with the following: A. Discharge Limitations 1. Wastes discharged shall be limited to those described herein above only, as proposed. B. Effluent Limitations for Discharge Serial Nos. 001 and 002 . 1. Dudley Hemphill SUBJECT: Sewer Odor Problems at Seal Beach Blvd. & Westminster Blvd. Complaint from Councilmember Risner The County Sanitation District investigated the above and foun9 that gas was escaping from vent holes in manhole covers when the City's force main pump was activated. Sanitation District employees subsequently sealed the offending man- holes. This was accomplished some time ago, but we were not notified of their actions until I contacted them by telephone this morning.
