ENVIRONMENTAL QUALITY CONTROL BOARD
MINUTES
November 20, 1984
PRESENT:
Members Potter, Kolb and Knapp
MEETING opened at 7:35 p.m. with the Pledge of Allegiance.
MINUTES of the September 18, 1984 EQCB meeting were approved.
MINUTES of the August 21, 1984 meeting were not approved due to
absencp. of required board members.
DISCUSSION:
1. Old Business:
Draft of press release - 14 letters were received
by the AQMD. Recommended that concerned residents
notify, in writing, Mr. John M. Baucke (City of
Seal Beach). News release to be issued by the City.
2. Asbestos:

Member Kolb requested that the EQCB support his
decision to personally infcnn the residents of
College Park East (and possibly College Park West)
of the possible hazard5 associated with asbestos
which may exist in d~elling unit construction in
Seal Beach.
3. Hazardous Waste:
At military bases. Dana' Ogdon was asked to determine
whether Los Alamitos Naval Weapons Reserve has any
possible waste sites as identified in the Sacramento
Bee of September 30, 1984, and at what stage their
internal investigation of the matter has progressed.
4. Landfills:
San Gabriel River pollution caused by landfill leakage,
illegal discharges and accidents. It was moved that a
letter, expressing the concerns of the EQCB and the City
of Seal Beach, be sent to Supervisor Harriet Wieder of
the Board of Supervisors.
5.
Shoreline Erosion:
Is it possible to restore the flow of beach sand from
the mountains to the sea? There will be a conference
on this issue on February 6,7 & 8, 1985.

6. Public Nuisance:
Dana Ogdon to investigate source and possible solutions to
to smell emanating from the vicinity of Westminster and Seal
Beach Blvd.
7. Airport Noise:
Dana Ogdon presented staff report regarding the status of
the Airport No i se Compat i bil i ty meet i ngs.
