ENVmONMENTAL QUALITY CONTROL BOARD
FEBRUARY 21, 1984
REGULAR MEETING
7:30 P.M.
The regular monthly meeting of the Seal Beach Environmental Quality Control
Board was called to order by Chairman Potter at 7: 40 p.m., followed by the
Pledge of Allegiance.
ROLL CALL
Present: Knapp, Potter, Willson.
Absent: Cruchley, Rountree.
MINUTES
Moved by Knapp, seconded by Willson, that the minutes of the January 17, 1984
meeting be approved as printed. Carried.
DISCUSSION - OLD BUSINESS
Power Plant Emission: The Board had decided to make this item one of the
priority projects for study. The Chairman reviewed past action by the Board
baack to 1979. Willson reported on Seal Beach Leisure World's emission and
dust control problems experienced in 1982 and 1983, as well as discussions that
took place with Haynes Steam Plant personnel. In the investigation the South
Coast Air Quality Management District was consulted to monitor the problem but
resul ts of their tests have not been forth-coming. Other areas of Seal Beach
possi bly being aff. .ected by the Alami tos and Haynes Power Plants' fall-out
emissions was discussed. The following action was decided onl
1. Direct a letter to the South Coast Air Quality Control Management District
aSking for results of their monitoring tests carried out in 1983 in Leisure
World. In addition, asking if the two locations are currently operating in
full comPliance with the District's Order of Abatement. Also did they complete
all phases required by the time schedule in the original orde+.
2. Send a news release to the Leisure World, News Enterprise, and Seal Beach
Journal requesting residents to put in writing any complaints they have
about boiler emission fall-out or dust control and send them to the Chairman.
Following this decision an appropriate news release was drafted and approved,
subject to review by the City Manager. The Secretay was asked to draft an
appropriate letter to the Air Quality District for the Chairman's signature.
Noise: Problems with aircraft and auto. _ . created noises was discussed at
length and several aspects will be e~ored.
ODOR: Objectionable odors have been detected in the vicinity of Seal Beach Blvd.
and Westminfj,!:er Ave., at times.More definite information will be sought. Also
odors are d;FEed at times from the Naval Weapons Station, apparently from vegetable.
debris being left in the fields following farming operations.
Asbestos: The Chairman reported the information requested has not yet been received.
Potable Water: The Board is awaiting tests on potable water.
WRITTEN COMMUNICATIONS: The .Chairman _pr~sent.ed. 'a. -.pamphlet on Earthquake Preparedness
which had been distributad to all Los Angeles County employees which will be
available to the proper responsible Seal Beach City agency.
