The regular monthly meeting of the Seal Beach Environmental Quality Control Board was called to order by Chairman Potter at 7: 39 p.m. followed by the Pledge of All egiance. T ROLL CALL Present: Cruchley, Knapp, Potter, Rountree, Willson. MINUTES Moved by Cruchley,seconded by Rountree, that the minutes of October 20, 1983 be approved as printed, Carried. Moved by Knapp, seconded by Cruchley, that the minutes of November 15, 1983 be approved as printed. Carried. DISCUSSION - OLD BUSINESS Asbestos Insulation: The Board discussed at length Seal Beach Council action of November 28, 1983 and the news release of December 22, 1983 on the subject of the possibility of asbestos being present in heating duct installations in homes. This project received special attention by the Board in 1983. Moved by Cruchley, seconded by Knapp,that the Board obtain a copy of the laboratory test mentioned in the November 28, 1983 City Council Minutes. Carried. The Chairman will contact the City Manager regarding this item. DISCUSSION - NEW BUSINESS Potential Study Projects: The Chairman reviewed for the benefit of the newer members of the Board past projects that had been given attention and the out- come and action taken. Last year special attention 'Was :g1"ve.nto (1) Earthquake Preparedness, (2) Shoreline Environment, (3) Water Quality, (4) Asbestos Insulation. It was agreed that on these projects the Board had accomPlished as much as possible for the time being. They will all be kept in mind and if new information becomes .available further attention will be given to them. After considerable discussion of potential study projects it was decided to focus attention on the following: (1) Power Plant Emmission, (2) Noise, (3) Odor. It was felt that the power plants still emit considerable fallout even though they were required to modify their equipment several years ago. Leisure World has experienced problems during the past year and also have the subject under study. The noise project covers both aircraft and auto traffic created noise. The odor project may cover several different areas where obnoxious odors are noted at times. One source investigated by the Board in the past involved the the Naval Weapons Station and it was found to be coming from vegetable debris left in the fields following farming operations. WRITTEN COMMUNICATIONS The Chairman presented a communication from University of California, Irvine regarding a winter course in "Toxic and Hazardous Substances Program" they are offering. ADJOURNMENT The meeting was adjourned at 9:05 p.m.
