R:muLAR PlEETOO 7830 P.M. .The regular monthly meet1ng of the Seal Beach Environmental Quality Control Boazd was called to order by ChairDBn Potter at 7840 p.m. The Pledge of Alleg1.aDce was led by the Chairman. .ROLL CALL PreSent8. DlSCUSSIOB - ~ BUSINiSS Earthauake Prellaredness The Chairman reported on discussions with the Recreation Supervisor concerning t:ra1ning pmgrams avaUable. A nwnber of these have been explored in connection with earthquake preparedness plans. Also the pmgram being launched by the Red Cross was discussed. It was reported they have fifty t:rained instructors for their Disaster Preparedness Program who are avaUable to appear before service clubs and other organised groups. A thirty two page pa.mpblet is avaUable to those attending. It was reported the City of Westminster planned to show a movie on February' 17, 1983 conceming earthquake preparedness. Inforation is being sought regaxdiDg the avaUabllity of the movie.. Kol b reported on discussions that had been held with a ,group of geologists and regard1ng a proposed. study to be made in Sea1 Beach. 'This study would be made in connection with a proposal to the Geologic Survey as part of their Earthquake Hamard Reduction Program. This study would be ca.rr1ed out in the Gwn Grove Park .area and would start in October 1983. After discussion a resolution was drafted concerning the matter. This asked that the City Councll grant access to the Park for any studles and also grant the use backhoe equ1plent. Various other points were incorporated. in the resolution which would be identified as Resolution 83-1 Move by Cruchley, seconded by Knapp, that Resolution 83-1 be adopted by the Board. OBAL COMMUNICATION 'Tii8'Secretary reported discussions had been held with the Sanitation Districts of Los Angeles County regarding a proposed visit to the Long Beach Water llec1amat1on Plant by the .Board. They could accomodate a visit on a Saturday if the Board so wished. After discussion it was suggested that possibly an . evening date, falling on one of our regular meeting dates could be arranged. This ',wnl be ezplored. ADJ'OUNMENT The meeting was adjourned at 9826 p.m. the use of a City Backhoe to defray costs and approval for access to the site will improve the chances of an award for this study; and the study will be of great benefit to the City of Seal Beach to provide information about the recurrence intervals of faulting and possible magnitude of earthquakes which would assist in earth- quake preparedness plans and the seismic element of the City General Plan. NOW, THEREFORE, BE IT RESOLVED that the Environmental Quality Control Board does hereby request that the Seal Beach City Council grant access to the Gum Grove Park site and grant the use of a backhoe. . WHEREAS, WHEREAS, RESOLUTION NUMBER 83-1 A RESOLUTION OF THE ENVIRONMENTAL QUALITY CONTROL BOARD OF THE CITY OF SEAL BEACH REQUESTING THAT THE SEAL BEACH CITY COUNCIL GRANT ACCESS TO THE GUM GROVE PARK SITE AND GRANT THE USE OF A BACKHOE. the City of Seal Beach is the site of a portion of the Inglewood- Newport Fault, an active fault; and ' the Environmental Quality Control Board of the City of Seal Beach is in the process of investigating the potential for damage in the City as a result of an earthquake on this and other faults, and is gathering earthquake preparedness data; 'and a geological research study of the Seal Beach Fault, a portion of the Inglewood-Newport Fault, is being proposed to the U.S. Geological Survey as part of their earthquake hazards reduction program on the topic "Earthquake Potential"; and trenches across the fault are to be shored in conformance with CAL OSHA, not leftopen'on weekends, positioned around existing trees in the City's Gum Grove Park and will be backfilled and wheel rolled upon completion of the study, which is to begin after October, 1983; and PASSED, APP~OVED and ADOPTED by the Environmental Qualit Control its regular meeting held on the /Qt/;!. day of the the following te: AYES: MEMBERS NOES: MEMBERS ABSENT: MEMBERS . ~!o~ ~~ av.e .Potter'" Cha i nnan .
