HomeMy WebLinkAboutEQCB Min 1983-01-18 t __ 1. . ~. MINUTES ENVIRONMENTAL QUALITY CONTROL BOARD TUESDAY JANUARY 18, 1983 REGULAR MEETING 7:30P.M. The regular monthly meeting of the Seal Beach Environmental Quality Control Board was called to order by Chairman Potter at 7:40p.m. The Pledge of Al~eg1ance was led by Kolb. ROLL CALL Present: Knapp, Kolb. Potter. Willson. Absent: Cruch1:ey. MINUTES The minutes of November 16, 1982 were corrected as follows: under the heading Earthquake Preparedness - last paragraph - last sentence should read " Kol b was to inquire of the Mayor and/or City Manager about any existing plans". Kolb moved, seconded by Willson. that the minutes be approved as corrected. Carried. DISCUSSION - OLD BUSINESS Earthquake Preparedness: Kolb reported the Playor had made available to him a copy of "City of Seal Beach Emergency Plan - revised July 1979" which he had reviewed. He summarized for the Board sections where there were references to earthquakes. It would appear there was no specific details regarding earthquake preparedness. The Board concluded that it would be in order to Proceed with our project. It was decided to retain the title we have been using. Many different ways of presenting the subject to residents were offered by Board members. It was felt that proper publicity had to be given. not only in the press. but also by means of pamphlets. The Red Cross has a pamphlet available entitled " Safety and Survival in an Earthquake- ~ It was also commented that the California Search and Rescue, BSA Post 240 might be of help in addressing service clubs and other organizations. It was decided that individual Board members would contact possible sources of information to obtain ideas on what could be used in the preparation of brochures, releases to the press. etc in setting up an Earthquake Preparedness Program. Review of Projects: The Chairman summarized details and status of all of the Projects mentioned in the October 19. 1982 minutes. After discussion it was decided some of these could be grouped and also that some should be given higher priority than others as follows: Highest Priority Earthquake Preparedness - all aspects of presenting and imPlementing a program. Sand Erosion - This concerns the beach. Previously,the Chairman had suggested consideration be given to a workshop inviting agencies sharing a common interest. Water Quality - This will include the quality of beach water and means of monitoring and also the project previo!-:lsly;.ident1fied as "potable water". Lesser Priority Hazardous Waste - the open hearing last June supplied information on this project. Long Beach Airport - will continue to monitor traffic progress at this locatio~. Trash - if time permits this subject will be explored. Power Plant Emission - Leisure World is currently experiencing a Problem, ORAL COMMUNICATIONS Kolb reported on information that had come to his attention regarding statements made by Roger Stanton, Chairman of the Orange County Board of Supervisors concerning the 2~ affordable housing in new building Projects. ADJOURNMENT The meeting was adjourned at 9:45 p.m.
