ENVIRONMENTAL QUALITY CONTROL BOARD
TUESDAY NOVEMBER 16, 1982
REGULAR MEETING
7:30 P.M.
The regular monthly meeting of the Seal Beach Environmental Quality Control
Board was called to order Qy Chairman Potter at 7133 p.m. The Pledge of
Allegiance was led by Cruchley.
ROLL CALL
Present: Cruchley, Kolb, Potter, Willson. Absent: Knapp.
Attending were Jay Spiegel, member of California Search and Rescue, BSA Post
240 and Mark Ewing, advisor to the California Search and Rescue, BSA Post 240.
MINUTES
Moved by Kolb, seconded b,y Willson, that the minutes of the October 19, 1982
meeting be approved as printed. Carried.
DISCUSSION - OLD BUSINESS
Earthquake Preparedness: At previous meetings consideration had been given to
this subject and related aspects, such as ground liquefaction problems.
Ko}b introduced the two visitors. They in turn, informed the Board of their
various activiti~nd why they were interested in the subject at hand.
Kolb reported, he and Gealogist Brown, had been trying to obtain more information
about the substrata and where ground liquefaction might be a problem. There was
also concern about older buildings in Seal Beach and the hazards that might
result. He asked "what are we doing to protect citizens?-. Potter commented
that probably people did not want to hear about the possibilty of earthquakes
occurring in our community.
The Board agreed that attention should be given to preparedness programs and
also to related considerations, such as ground liquefaction problems. This will
require considerable study and attention but it was felt the threat of earthquakes
in our locality warranted the time and effort.
Consideration was given to preparedness programs. It was s~ggested the Search
and Rescue organization might be of assistances in addressing service and other
groups. Willson made available a copy of the Leisure World Disaster Preparedness
Plan Manual that might be helpful. It was pointed out that both the Seal Beach
Police and Fire Departments participate in the Leisure World Plan.
Potter discussed in detail reports he had received regarding ground liquefaction.
The Board decided the preparedness programs are extremely important. Before
exploring the matter further it should be determined whether plans do exist
in the City organization. Kolb was asked to draft and execute an inquiry on
behalf of the Board to the Mayor and/or City Manager about any existing plans.
Review of Prioritiesl Time did not permit attention to this item.
WRITTEN COMMUNICATIONS
Potter reported on information that had been made available on. the EIR for
Platform Edith Project by Chevron in San Pedro Bay.
ORAL COMMUNICATIONS
Willson reported on the status of discussions being held by the Haynes Stearn
Plant and Leisure World concerning an emission problem.
ADJOURNMENT
Before adjourning, the Board decided to fore-go the December meeting because
of the Holiday season. The next meeting will be held on J~nuary 18, 1983.
