The regular monthly meeting of the Seal Beach Environmental Quality Control Board was called to order by Chairman Potter at 7:35 p.m. The Pledge of Allegiance was led by Kolb. ROLL CALL Alfred L. Cruchley was welcomed as a new member of the Board representing District Four. Present: Cruchley, Kolb, Potter, Willson. Absent: Knapp. MINUTES Omitted from the July 20, 1982 minutes was the adoption of Resolution 82-2 commending Mitchell Grayson, a former member. Moved by Kolb, seconded by Willson, that the minutes of that date be approved with the correction. Carried. DISCUSSION' - OLD BUSINESS Hazard~us Waste: The preliminary draft of a report to the Seal Beach City CouncfWumrnarizing the project was discussed. Also discussed was the proposed draft of a letter which would be sent to those agency representatives participating in the open hearing of June 15, 1982. It was decided the finalization of these communications be left to the Chairman and Secr~tary. In discussing the project there was doubt that the agencies concerned would have sufficient funds to adequately carry out their responsibilities, due. to budget cuts, etc. It was decided illegal dumping was a major problem. 'the Board will direct their efforts in seeing that the responsible agencies have adequate support. These efforts will be directed to proper elected officials. Beach Problems: The Board again reviewed the comments of Chief of Life Guards made at the June 15, 1982 meeting. Questions were raised about the monitoring stations and the frequency of taking samples. The Chairman will follow up. Sand erosion was discussed and it was agreed that attention should be given to this at a later date. - DISCUSSION - NEW BUSINESS Ground Liquefaction Problems: Earlier Kolb had suggested the Board give attention to ground liquefaction problems associated with earthquake faults. He presented information relative to this and the discussion led to earthq~e hazards in'. general and the possible effect on Seal Beach. Various maps were studied outlining the various earthquake faults. The decision reached was that the Board should be active in promoting earthquake preparedness programs for the Cit~.'. Sea Water Barriers: The Chairman presented. information on this subject which will be given attention at a future date. La Bar Resolution: Resolutlon82-J was adopted commending William La Bar for his-services as a member of the Environmental Quality Control Board. ORAL COMMUNICATIONS The Chairman reported on the matter of spending for environmental projects. ADJOURNMENT The meeting was adjourned at 9:20 p.m. . .
