ENVmONMENTAL QUALITY CONTROL BOARD REX;ULAR MEEI'ING
TUESDA" , JULY 20, 1982 71:30 P.M.
The regular monthly meeting of the Seal Beach Environmental Quality Control Board
was called to order by Chairman Willson at 7::39 p.m., with Kolb serving as Acting
Secretary. The Pledge of Allegiance to the Flag was led by Potter.
ROLL CALL
Gayle Knapp was welcomed as a new member of the Board.
Present: Knapp, Kolb, Potter, Willson. Absent: LaBar.
MINUI'ES
After discussion, moved by Kolb, seconded by Potter, that the minutes of the June 15,
meeting be approved, provided the Chairman checked certain points'raised, with Charles
Antos and the Recording Secretary. Carried, with Knapp abstaining.
DISCUSSION - OLD BUSINESS
Hazardous Waste:The Chairman reported a reply had been received from Senator Hayakawa.
Also, an additional letter from Senator Cranston offering continued help as needed.
An invitation was received from the County Sanitation Districts of Los Angeles County
offering a tour of the Long Beach Reclamation Plant by the Board.
The Board reviewed the maJor points brought out in the open hearing on the problems
of contamination of our beach from the San Gabriel River source. The fact finding
step of the project gave the Board information on the scope of the responsible agencies.
The Board felt, that due to budget cuts, these agencies might not have the funds to
adequately police illegal dumping. The Chairman asked for recommendations on the next
~teps to be taken. First, it was suggested a letter of thanks be sent to those agencies
participating in the hearing, along with'a a copy of the minutes of the June 15, 1982
meeting. In. this letter mention was to be made regarding the Board's concern that
sufficient funds might not be available. Potter was t~ftraft a suitable letter, for
consideration by the Board. Second, it was suggested that a report be prepared for
the Seal Beach City Council, summarizing the present status of the project. This would
include future action and recommendations. Wille.on was asked to prepare the preliminary

Beach Problems: The Board gave attention to the comments of Chief of Lifeguards Torn
Dorsey's remarks at the June 15, 1982 meeting which were recorded in the minutes.
Potter will follow' up on the matter after disc~ssing with Dorsey, particularly on
the location of monitoring stations.
DISCSSION - ~i BUSINESS
Noise Complaint: The Chairman commented. on a copy of a letter the Board had received.
This was addressed to Councilwoman Risnor about the noise and noxious odors emanating
from an oil pumping station. On follow-up it was learned the City Engineer's office
is arranging a meeting of the residents concerned and the oil company involved.
Election of Officers: Willson announced the meeting was open for nomination of officers
for the 1982-1983 term of office. The following officers were elected:
Chairman: Potter Vice- Chairman: Kolb Secretary: Willson
It was also decided that the regular meetings would be held on the third Tuesd~:', monthl:'.
WRITTEN COMMUNICATIONS: Potter presented an article about PVC ~terials in water lines.
ORAL COI~IDNICATIONS: Kolb presented concern about liquefaction problems that might
occur in case of a major earthquake at Seal Beach. Will be discussed at 'a 'later, time.
