This is in response to your letter of April 9, 1982 regarding concerns about h3zardous substances being discharged to the San Gabriel River and its tributaries. The Santa Ana Regional Board and the Los Angeles Regional Board shares juris- diction over waste discharges tributary to the San Gabriel River. Only those dischargers in Orange County are m~nitored by the Santa Ana Regional Board. Because there are situations which could affect water quality in both Regions, I am fO~/arding a copy of your letter to Mr. Raymond Hertel, Executive Officer of the Los Anqeles Regional Board. He has indicated that his staff is actively investigating sources of ille~al discharges in the upper San Gabriel area. In order to clarify our respective jurisdictional areas and respond more completely to your concerns, we would like to meet with your Board at some convenient time. Staff of each Re~ional Board will be available to outline what actions are being taken to prevent degradation of the River and adjacent beaches. Please contact me about a time and place which will be convenient and I will coordinate with the Los Angeles Region. Thank you for your continuing interest and support. Sincerely, JAMES W.
