REGULAR MEErING
7: 30 P.M.
The regular monthly meeting of the Seal Beach Enviro~~ental Quality Control Board
was Called to order by Chairman Willson at 7:53 p.m. outside the Council Chambers.
It was reconvened at 8:07 p.m. in the Conference Room of the Seal Beach Police
Department, with Kolb serving as Acting Secretary. The Pledge of Allegiance to the
Flag was led by Grayson.

Moved by Potter, seconded by LaBar, that the minutes of the }~rch 16, 1982 meeting
be approved as printed. Carried with Grayson abstaining.
DISCUSSION - OLD BUSINESS

Potable Water: Potter reviewed for the Board the most recent water analfr$ts~.Eve~~-
thing was within established limits with the exception of iron content.
It w~s explained that the Seal Beach facility is defined as a Community Water System.
Potter commented on the various standards involved and after discussion it was decided
to ask that a test for organic material contaminants be made at the next test period.
Hazardous ~aste: It was reported that the Board's letter was mailed April 9, 1982
to twenty two agencies and interested personnel. This letter commented on the frequency
that the San Gabriel River was a source of contamination to:.our beach. Furthermore,
it urged that steps be taken to keep the San Gabriel River free of hazardous waste.
Four replies had been already received. The Board will study replies as they come in
and decide what additional action is necessarr.
PVC Pipelines: LaBar had" contacte1 the EPA reg~rding the Board!s"-concem=.a.bt)ut"~the
possible health hazards of PVC when used in water pipelines.No definite answers are
available at the present time. LaBar will continue to follow.
DISCUSSION - N~i BUSI!iESS
Peripheral Canal:At~the February 16, 1982 meeting Potter presented a preliminary
report on the Peripheral Canal. He is a member of the Water Resources Board.
At this meeting he presented a paper on the arguments for and against the project.
It was reported that Seal Beach City Council had already passed a resolution on the
referend~~.(Later investigation showed that Resolution 3139 had been adopted March 22, 1982)

Dear Mr. Wilson:

This is in response to your letter of April 9, 1982 regarding concerns about
h3zardous substances being discharged to the San Gabriel River and its tributaries.
The Santa Ana Regional Board and the Los Angeles Regional Board shares juris-
diction over waste discharges tributary to the San Gabriel River. Only those
dischargers in Orange County are m~nitored by the Santa Ana Regional Board.
Because there are situations which could affect water quality in both Regions,
I am fO~/arding a copy of your letter to Mr. Raymond Hertel, Executive Officer
of the Los Anqeles Regional Board. He has indicated that his staff is actively
investigating sources of ille~al discharges in the upper San Gabriel area.
In order to clarify our respective jurisdictional areas and respond more
completely to your concerns, we would like to meet with your Board at some
convenient time. Staff of each Re~ional Board will be available to outline
what actions are being taken to prevent degradation of the River and adjacent
beaches. Please contact me about a time and place which will be convenient
and I will coordinate with the Los Angeles Region.
