ENVIRONMENTAL QUALITY CONTROL BOARD

REGULAR MEEl' ING.
7:30 P.M.
The regular monthly meeting of the Seal Beach Environmental Quality Control
Board was called to order by Chairman Willson at 7:41 p.m. ,with Kolb serving
as Acting Secretary. The Pledge of Allegiance to the Flag was led Qy LaBar.

Present: Kolb, LaBar, Potter, Willson. Absent: Grayson.
MINUTES
Moved by Potter, seconded by Kolb, that the minutes of the meeting of February
16, 1982 be approved as printed. Carried.
DISCUSSION - OLD BUSINESS
Potable Water: The Board expressed interest in the standards for limits of
constituents in potable water. Time had not permitted securing the data. In
discussing the subject, questions were raised as to the frequency of tests
and the source of Seal Beach water supply. Potter will give attention to these
questions and the standards employed. He will report at the next meeting.
Hazardous Waste: Potter reported on the current San Gabriel River problem that
resulted in quarantine by Orange County health., officials of the water off
Seal Beach on l1arch 16, 1982. The contamination was from a Long Beach sewage
treatment plant on the river.
A lengthy discussion followed commenting on the frequency of the San Gabriel
. River as the source of our problems.
Potter will draft a letter regarding hazards to the wat:eJ;:.:quality. of :Seal: Beach.
This will be submitted to each member for comments and approval. The Board
proposes to send copies of the letter to interested agencies, yet to be identified.
Noise: Noise created by aircraft and highway traffic was given attention at the
last meeting. After further study, it was agreed that helicopter created noise
was a minor problem until the summer season. Jet aircraft was perceived as a
winter time annoyance due to reverse flight patterns. However the Board will
continue to follow, along with highway traffic noise.
PVC Pipelines: The Chairman suggested that the Board's attnention be directed
to the use of PVC in water pipelines, which again is receiving publicity as a
possible carcinogen.
LaBar will write plumbing union organizations for any information they may have
on the subject.
DISCUSSION - NE\'i BUSnIESS
Potter reported on the results of the recent questionnaire circulated by Orange
County Supervisor Harriet Wieder. It was interesting to note that the replies
concerning environment closely paralleled the concern of the Board.
Potter commented on the beach erosion at Sunset Beach which is to be replenished
',by the Navy.
