ENVIRON~1ENTAL QUALITY CONTROL BOARD
TUESDAY FEBRUARY t6, 1982
REGULAR KEET ING
7:30 P.M.
The regular monthly meeting of the Seal Beach Environmental ~uality Control Board
was called to order ~ Chairman ~illson at 7:45 p.m. ,with Kolb serving as Acting
Sec~etary. The Pledge of Allegiance to the F;tag was led by the Chairman.

MINUTES
1'he minutes of January 19, 1982 were amended under the heading "Adjournment",
to read "The meeting was adjourned at 9:05 p.m. to meet again February 16, 19821.-
Potter moved, seconded by Kolb, that the minutes be app!oved as amended. Carried.
DISCUSS ION - OLD BUS !NESS
Los Alamltos Airport: The use of the airport for other than military personnel
was last given attention at the September 16, 1980 meeting. At that time, it was
concluded the matter was being closely monitored by City personnel and no Board
action was necessary.- The Chairman reported on the present status which has been
well covered in the news media. The subject will continue as a follow-up item.
Review of Projects: At ~he September 22, 1981 meeting a list of projects was
adopted for Board attention. It was decided a general review was timely and the
following was the result.
I. Shoreline Environment
a) Sand Erosion- this had Board action at the last meeting.
b) Water Quality- this is a matter of continuing concern and will be monitored.
II. Potable Water: Potter discussed water test data from the Seal Beach Engineering
Department. ~uestions arose as to the standards for limits of constituents
for human consumption. All tests were inorganic in nature. Interest was
expressed whether'tests were' made for organic contaminants that might enter
'the water supply. Potter will follow.
III. Power Plant Emissions: The Chairman reported the stat~s.:.of-:.tests.:,l:lei~g
carried out in Leisure World at two locations. These are under ~i.e auspices
of the Air Quality ~~nagement District (A~ill) to monitor modifications made
in all five power plants. These tests have been under way sin~e November 1981.
IV. Hazardous \'laste: Concern was expressed that contamination could reach Seal
Beach via sur~ace and sub-surface water. This will be given further attention.
V. Noise: Military helicopter and highway created noise is an p.nvironmental concern.
Potter will make inquiries regarding helicopter flights from Los Alamitos.
VI. New Housing Developments: Potter presented concern about the eventual potential
loss of recreational facilities when Zoeter school is closed. This will be
investigated at a later date.
VII. Recvclin~: The Chair~An reported on problems in establishing recycling
programs for waste aluminu~ and glass containers. While it is proving
satisfactorJ at Leisure ~orld it requires central collection areas.

Potter presented a preliminary report on the peripheral canal.
Kolb reported on the new concern over PVC pipelines being a possible carcinogerr.
