ENVIRONMENTAL QUALITY CONTROL BOARD
TUESDAY JULY 21, 1981
REX;ULAR MEETING
7:30 P.M.
The regular meeting of the Seal Beach Environmental Quality Control Board was
called to order by Chairman Grayson at 7:40 p.m. in Room 28 of City Hall since
our regular meeting place was occupied by another group. The Pledge of Allegiance
to the Flag was led by Grayson.
ROLL CALL
Present: Grayson, Kolb, Potter, Willson. Absent: LaBar.
MINUTES
The following corrections were made in the minutes of April221 ,1.1l98k8is5_1sstH~d.
It was suggested that on page 3, line 21, starting with second sentence this tOS'.i;ead:
"Realistically, the existing animal population will end up :being kill~d." HE;! .doe.1? ..not know
whether this is a significant issue as def,ined by CEQA. II r-Ioved by Kol b, 'seconded by
Willson that the minutes be approved as amended above. Carried.
DISCUSSION - OLD BUSINESS
Hellman Specific Plan - Open Hearing: Chairman Grayson posted the Board on the events
following the open hearing and the action taken by the Board on April 21, 1981. The
comments of the Department of Fish and Game of May 19, 1981 .was briefly discussed.
bong Beach Airport Expansion: Kolb commented on recent developments on this project.
Grayson mentioned he had been contacted. After discussion,the Board felt there was
nothing of importance to change the previous'>findings and report to the Council.
DISCUSSION - NEW BUSINESS
Election of Officers: Grayson announced that the meeting was open for the nomination
of officers for the 1981-1982 term of office.
Moved by Kolb, seconded by Potter that Willson be elected Chairman.,;:Carried.
Moved by Kolb, seconded by Willson that Potter be elected Vice-Chairman. Carried.
The office of Secretary was left vacant for the time being. At this point Willson

State Lands Commission Parcel: This parcel located at 1st and Pacific Coast Highway
was the subject of a communication to the Board on June 8, 1981 by the Director of
Planning. It invited any questions or comments that might arise. Grayson commented on
the matter. It was decided no Board action seemed necessary at this time.
Beach Erosion: Questions were raised on the effect removal of sand from the mouth
of the San Gabriel River by Long Beach might have on Seal Beach erosion. After
discussion it was decided to give this matter further study and consideration at
a later date.
Seal Beach -(North beach area Closing): The Board discussed at some length the events
leading to the recent closing of the north beach area following contamination from
toxic waste materials released in a fire at Santa Fe Springs. This found its way to
beach by way of the San Gabriel River..which has in the past caused some concernL:t.o'i.lhhe
Board as a contamination source. It was decided to recommeni to the Council that an
active participation be taken in hazardous waste disposalodiscussions.
WRITTEN COMMUNICATIONS
~ communication from the state Coastal Commission was briefly discussed.
