MINUTES OF THE ENVIRONMENTAL QUALITY CONTROL BOARD OF MAY 15, 1980
The Environmental Quality Control Board met in regular session on Thursday,.May 15,
1980, in the Council Chambers of the City Administration Building. The meeting was
called to order at 7:40 p.m. by Chairman Potter. The pledge- to the flag was led by
the Chairman.
Present: Potter, Grayson, Willson, Kolb, Deforest
Absent: None
The Minutes 'of the May 1, 1980 meeting were approved as submitted.
PUBLIC HEARING
A. Draft Environmental Impact Report for Bixby Ranch Old Ranch Business
Park (continued)
Public hearing opened.
Kolb and Willson complemented the consultants on the method and quality of the
responses, to the EQCB's requests for additional information on the draft EIR.
The Board discussed various rodent contrql measures covered in the EIR supplement.
Potter recommended that any rodent control measures avoid adverse effects on pets
and target wildlife species in the event that an animal should feed on the rodent
carcasses. The intent of this recommendation is to prevent poisons from entering
the food chain.
Discussion followed on the need for an inventory of wildlife on the 'site. It was
determined that the subject was adequately covered on the text of the EIR.
Mike McGregor, Bixby Ranch Company, stated the company's willingness to work with
the Homeowrrer's Association and to the hiring of a professional exterminating .
company to come up with a safe and effective rodent control program that will
meet the objectives of the Board.
Potter asked about the proposed agreement on uses for the site. Secretary stated
that the agreement is between the City of Seal Beach and the Bixby Ranch Company.
The agreement will be forwarded to the Planning Commission and City Council for
review. ~
Public hearing closed.
Potter moved that the Board find this draft EIR and comments pertaining thereto to
be an ad~~uate, accurate and complete report that was compiled in a good faith
effort of full disclosure and that the report be certified as a final EIR for
this proposed project.

The EQCB also recommends that the mitigating measures for traffic circulation,
rodent control and light 'and glare, as proposed by the EIR, be implemented.
Motion seconded by Grayson and unanimously approved.
OLD' BUSINESS
A. San Gabriel River Water Quality
The Board discussed the contacts with various agencies to try to determine who
has responsibility for monitoring water quality in the river. So far' no agency
has been found nor has an agency been found which tests fish for heavy metals
or pesticides.
Individual EQCB Board members 'will cont~ct Cal State 'Long Beach Biology-Department
to determine if any have been or could be performed as a class project.
WRITTEN COMMUNICATIONS

A. Long Beach Notice on Proposed Airport EIR
The Board will monitor the EIR in light of the-past EIR prepared on the airport
expansion. In addition, the Board will look at possible adverse affects on Seal
Beach from off course flights which impact the Coastal District, Marina Hill,
and Leisure World.
