MINUTES OF THE ENVIRONMENTAL QUALITY CONTROL BOARD OF MAY 1, 1980
THE ENVIRONMENTAL QUALITY CONTROL BOARD MET IN REGULAR SESSION ~~
THURSDAY, MAY 1, 1980, IN THE COUNCIL CHAMBERS OF THE CITY
, ADMINISTRATION BUILDING, THE MEETING WAS CALLED TO ORDER AT 7:40
BY CHAIR~~N POTTER AND KOLB LED IN THE PLEDGE TO THE FLAG.

The minutes of March 6, 1980 meeting were approved as submitted.

PUBLIC HEARING
A, Draft Environmental Impact Report for Bixby Ranch Old Ranch Business Park
---..
Secretary presented a summary of the complete Staff report contained in
the EQCB pa~ket. Public Hearing Opened.
Sean Boylan, President of' Rossmoor Homeowners Association, recommended
installat~on"of a ten (10) foot security fence with heavy landscaping along
the north boundary of the project to discourage intruders into the Rossmoor
area (p. 15). In additioD'- the Association feels the ,rodent control measures
-should be thurough and well monitored to keep rodents out of the residential
area (p:-'47), The Association -supports the project. There should be
coordi,nati on ,-between' the Bjxby Ranch, Company and Orange County Vector Control
on rodent control measures.
Dr, Patric, College Park-East, asked about the statement on p. 34 saying,
"traffic through the area will be discouraged," Potter noted that this
,statement referred to the northerly most,acce~s point, not the main road,
Thi s was to di scourage people t,a,~1_~~ short cuts through the project.
Frank Laszlo, 4480 CandleberrY;'-asked a number, of questions about traffic
impact on Seal Beach Blvd" Lampson Avenue, and freeway on and off rcrnps
by the project, Judd Farmer, Linscott, Greenspan, Law, explained the
findings in the traffic report. The double left turn on to the freeway
should materially improve the traffic clows ,from Lampson to the freeway
and the 7th Street connection show also improve traffic flows on Seal
Beach Blvd.
, DeForest asked bout freeway ramp metering. Secretary stated that City
Council had opposed the concept of ramp metering,
Gary Bork, CalTrans, stated that Cal Trans has a policy of not installing
ramp meters unless the City approves. The 7th Street connection was
separated from the Bixby project due to Cal Trans longer approval process
and not wanting to delay Bixby,
Jim Gilkerson, 1011, Electric, asked bout the widening of Seal Beach Blvd.,
.., (p.' 32 & 34). Judd-Farmer exp-lained-how-the-widening would be done and
the effects on traffic.
Mike McGregor, Bixby Ranch Company, stated that Bixby favors the security
fence, will raise the Homeowners walls if structurally feasible and will
explore rodent control programs.
