MINUTES OF THE ENVIRONMENTAL QUALITY CONTROL BOARD OF FEBRUARY 14, 1980 THE ENVIRONMENTAL QUALITY CONTROL BOARD MET IN REGULAR SESSION ON THURSDAY, FEBRUARY 14, 1980, IN THE COUNCIL CHAMBERS OF THE CITY ADMINISTRATION BUILDING. THE MEETING WAS CALLED TO ORDER AT 7:35 P.M. BY CHAIRMAN POTTER WHO ALSO LED THE PLEDGE TO THE FLAG. PRESENT: Potter, Grayson, Willson, Kolb, DeForest ABSENT: None The minutes of the November 1, 1979, meeting were approved as submitted. PUBLIC HEARINGS A. Draft Environmental Impact Report for the Department of Water and Power Restoration Plan, e Secretary reviewed the Staff Report on the EIR and outlined the responsibilities of the EQCB as they relate to the draft EIR, The staff analysis indicated that the draft EIR meets all the CEQA requirements and City EIR guidelines. Public Hearing Opened. Barbara Rountree, 1527 Marine Avenue, asked if the draft EIR has gone to other boards, Secretary explained that a draft EIR is first before the EQCB for Public Hearing and, after environmental consistency with CEQA is determined, the project along with the EIR is sent to the Planning Commission and City Council for further action of the project, Grayson complained about the legal notice on the draft EIR which appeared in the newspaper among the fictious name statements. Secretary explained that the notice in the paper was a legal notice placed according to adopted City procedure. The Secretary stated that in addition to the notice, 150 individuals, groups and agencies received notice. Barbara Rountree, 1527 Marine Avenue, asked to be included in future notices on this project, Grayson questioned the statements in the draft EIR on the water quality effects on the San Gabriel Ri,ver from the proposed lagoon, His observation of the river is that the existing water quality is poor due to silt washed down the river, trash, debris, etc. The water for the lagoon may have to be obtained from the ocean to protect water quality in the lagoon, Don Det-lars, Ultrasystems, said that the water qual i ty statements and comments about mosquitos came from Fish & Game along with proposed mitigation measures. Fish and Game views any body of water as important to animal life. ' Potter commented that the Fish and Game statements on water quality were pre- mature in that the 208 plan is not final and thel~e is no assurance that urban run off will have to be treated in sewer treatment plants. Potter also stated that the Fishing Pier, as shown, could result in conflicts between fisherman on the rocks and those people on the pier, The pier may have to be nlodified to overhang the river and be supported by pilings placed in the river in order to overcome th is confl i ct. e Potter noted that the draft EIR addressed the widening of First Street while the Conservancy Plan does not address modifying First Street. Secretary noted that First Street widening was an option, if necessary, to serve the project. EQCB ~1i nutes Draft EIR Page 2 . Potter asked if the traffic study would apply to summer weekend traffic. Justin Farmer, traffic consultant for Linscotts Lan and Greenspans responding to Potter, said that a traffic count was taken on a weekday in Novembers but the analysis was projected'on a "worse case" average day condition ass,ociated with thi s project. Potter asked about the Tram system proposal. Mr, Farmer said that the Tram was suggested as a method to interconnect the Main Beach (pier) with the site and thereby reduce auto trips and air pollution. The Tram would go from existing parking lots to the site. Grayson noted that if the lagoon has a flushing actions no mosquito problem should result, Potter noted that IIJellyfish screensll wou.ld impair flushing action and probably should be omitted. Public Hearing Closed, Grayson moved to find this draft EIR and comments pertaining thereto to be an adequate, accurate and complete report that was compiled, in a good faith effort of full disclosure and that the report be certified as a final EIR for the proposed project with the condition of an addendum which discusses the widening of First Street and the placement of pilings in the river for the fishing pier; motion seconded by DeForest and unanimously adopted, e OLD BUSINESS A. Asbestos Coatings in Schools Grayson reported that he has contacted Dr, Monroe Pederson, Seal Beach School- District, and CAL/OSHA regarding potential asbestos hazards in McGaugh and Zoeter Schools. CAL/OSHA tested ceiling plaster which revealed 5-10% asbestos; however, no'air borne particles were found. The board discussed the wording of a letter/report to City Council outlining their findings. Potter referred to potential legislation that could provide Federa"1 money to remove asbestos from schools. The board unanimously agreed to forward their findings to City Council. NEW BUSINESS A, City Council Request: Proposed Off-shore Airport in Long Beach Secretary reviewed a Staff Report and information submitted by SCAG on a proposed airport located two miles .off-shore on a man-made 6 square mile island. The Committee will review.future information as it becomes available. WRITTEN COMMUNICATIONS . Potter reported that the AQMD wrote to say that SCE and DWP are on schedule for compliance with clean air standards. The board also received a copy of the proposed environmental Bill of Rights, EPA Journal and the notice on the Bixby EIR. . . . EQCB Ninutes Page 3 ORAL COMMUNICATIONS Grayson suggested that the Planning Department be given copies of the EQCB.s priority list and Charter since Planning will provide Staff support for the EQCB, Potter asked Staff to look into the Long Beach dredge to determine if more than 100,000 cubic yards of material have been removed from the river.
