SACKGROUN®: Staff has been asked to provide cost estimates to install and maintain restrooms at City Parks. A couple of the options available for restrooms are the traditional architectural design with contractor build option and the pre-fabricated option. The design and build implies hiring an Architect to design the structure and then hire a contractor to build the structure. Apre-fabricated structure is purchased pre-built and installed on a foundation at the park. The table below will show an estimated cost for installation of both design build restrooms and pre-fabricated restrooms: Design-Build Pre-Fabricated Architecture $ 10,000 $ -0- Building Construction $ 80,000 $ 120,000 Utility Installation $ 35,000 $ 35,000 Grading $ 10,000 $ 10,000 Geotechnicallnvestigation $ 5,000 $ 5,000 Inspection (10%1 $ 14.000 $ 17.000 Totals $ 154,000 $ 187,000 Typically, pre-fabricated restrooms are more expensive than design-build restrooms. The additional costs associated with trucking adds to the extra cost in the building construction. However, pre-fabricated restrooms do not require architectural design as they have already been designed. Both restroom options will require geotechnical investigations into soils conditions. Both restroom options require site grading, compaction and base material import. And both restroom options require connection to underground utilities. Connecting to Agenda item A Page 2 underground utilities can become very costly depending upon the distance the restroom is from the road and the depth of the utilities in the ground. Additional trenching and repaving increases the cost of the project significantly. In addition to installation costs, there are costs associated with maintenance, upkeep and police monitoring that impact both restroom options. The maintenance and upkeep costs include; daily janitorial services, daily locking and unlocking, parts and service due to damage or wear and tear, graffiti removal, water usage, sewer usage. Staff estimates that~$75/day is needed to keep and maintain each park restroom. This adds up to $27,000 per year in maintenance costs. The following is information provided by the Police Department relating to the monitoring requirements of public park restrooms: Building public restrooms will provide for opportunity-based criminal activity; activity which can be foreseen. Public restrooms raise the need for additional consideration in light of anti-social activities known to occur in or near them. Law enforcement anecdotal and empirical experience indicates that untended, public restrooms pose great opportunities for and often serve as magnets for a criminal element and for people suffering from a host of perversions who victimize others, especially youth too young and tender of age to avoid such circumstances. A simple Internet search of "Public Restroom Perversions" on any search engine will reveal a host of disgusting activities documented in the public media as well as websites devoted to a perverted element of society. Monitoring and ensuring the public safety in such a facility will burden an already strapped police department and other allied public safety agencies. FINAiVC1~4L 111~~~-CT: Design-Build restrooms will cost approximately $154,000 to build with a yearly maintenance cost of $27,000. Pre-fabricated restrooms will cost approximately $187,000 to build with a yearly maintenance cost of $27,000. Law enforcement costs associated with protecting the public will occur but cannot be calculated until after the fact.
