RECOGNIZING
SENIOR POLICE CHAPLAIN DONALD SHOEMAKER
FOR SERVICE TO THE CITY OF SEAL BEACH
Whereas, The Seal Beach Police Department initiated a
volunteer Police Chaplain program in October 2001 to serve
the Citizenry and alI the Police Department members; and
Whereas, the first Chaplain appointed was Pastor Donald
Shoemaker, Pastor of the Grace Community Church of Seal
Beach; and, as the Police Chaplain Program grew to include
other Chaplains, Chaplain Shoemaker became the program's
Senior Chaplain overseeing Chaplain recruitments, vetting,
scheduling and service delivery; and
Whereas, all Seal Beach Police Chaplains minister in a non-
sectarian manner to community members in times of great
need and sorrow upon the injury or loss of loved ones, and
victimization and loss of personal serenity by members of the
criminal world; and
Whereas, Police Chaplains are tasked delivering onerous and
incredibly uncomfortable news to members of our public
during times of great stress and turmoil; and
NOW, THEREFORE, LET I1' BE PROCLAIII2ED that the City of
Seal Beach, recognize Senior Police Chaplain, Donald
Shoemaker, for his contribution of more than 2,000 hours of
public service to the Seal Beach Police Department and the
citizens of the City of Seal Beach who by his faithful and loyal
devotion to his responsibilities, has rendered dedicated service
to our community and, in so doing, has established for himself
and all Police Chaplains an enviable and enduring reputation
for ensuring the human compassion of those sworn to protect
and serve.

seal of the City of Seal Beach this tenth day of August in the
