SUBJECT: USED OIL RECYCLING GRANT PROGRAM -FISCAL
YEAR 2009-10
SUMMARY OF REQUEST:
The City Council is requested to adopt Resolution No. 5900 authorizing the
submittal of a Used Oil Recycling Block Grant Program application to the
California Integrated Waste Management Board (CIWMB) for Fiscal Year 2009-
10.
BACKGROUND:
The California Oil Recycling Enhancement Act mandates the California
Integrated Waste Management Board (CIWMB) to provide annual Block Grants
to local governments for establishing local collection programs that encourage
recycling of used oil. These grants are not competitive, and therefore, local
governments must only meet eligibility requirements to receive a grant.
Since 1996, a regional application has been submitted annually on behalf of the
Cities of Cypress, La Palma, Los Alamitos, and Seal Beach to the CIWMB for a
Used Oil Recycling Block Grant. The City of Cypress, by letters of authorization
from each of the participating cities, has been granted permission each year to
act as the lead agency on behalf of these cities for this grant. The City of
Cypress has continued to assume responsibility for implementing the oil recycling
program and reporting the success of the program to the CIWMB on behalf of the
grantee cities.
The eligibility requirements for Block Grant funding are:
1. The applicant's local used oil collection program includes a public
education element that informs the public of locally available used
oil recycling opportunities; and

2. The applicant's local used oil collection program meets either of the
criteria below or a combination of the two so that all residents are
served:
o Provides used oil curbside collection for all residents of the
jurisdiction including multi-family residences; or
m Ensures that at least one certified used oil collection center
is available for every 100,000 residents not served by
curbside used oil collection.
To conform to these requirements, a weekly advertising campaign was
implemented several years ago in The Sun Newspaper and The News Enterprise
to promote used oil recycling. To complement local oil collection centers in Seal
Beach and Los Alamitos, monthly advertisements in those local newspapers
have promoted the two household hazardous waste collection centers operated
by the County of Orange in the cities of Anaheim and Huntington Beach. This
advertisement is intended to increase the public's awareness of this free service
to dispose of any household hazardous waste materials that they may have at
home, as well as providing them the option of disposing of any contaminated
motor oil that they cannot dispose of at a certified collection center.
Public education has also been promoted by means of Cypress Public Works
staff attendance at community events in the grantee cities, such as the Annual
Seal Beach Car Show and the Sustainability Fair at the Naval Weapons Station,
where oil recycling promotional materials are distributed. It is at these events
where the well-known 15 quart capacity oil containers, which have become
synonymous with the oil recycling program, are distributed. During this year's
Annual Car Show, approximately 500 oil containers were distributed. As the lead
agency, Cypress staff has continued to monitor the program's effectiveness by
measuring the impact of container distribution and public education on oil
quantities collected at oil collection centers.
Staff recently received notification from the City of Cypress that they no longer
desire to be the designated lead agency on behalf of the Cities of Cypress, La
Palma, Los Alamitos, and Seal Beach for the CIWMB Used Oil Recycling Block
Grant Program.
Participation in this program has provided an opportunity for the City of Seal
Beach to continue a program which residents have grown to appreciate, and
which has had a positive impact on the environment. Therefore, staff has
submitted an application for the Used Oil Recycling Block Grant Program for
Fiscal Year 2009/10 and will subsequently enter into an agreement with the State
of California for implementation of a used oil collection program on behalf of the
City of Seal Beach.

FINANCIAL IMPACT:
The requested grant funding from the California Integrated Waste Management
Board for Fiscal Year 2009/10 is the 2008/09 maximum grant award of $5,000.
Funding will be used for continued public education efforts. Expenditures in this
grant program will be paid for by the Used Oil Recycling Block Grant and will be
limited to what is budgeted each year, along with any unexpended funds from
previous grant years that are rolled over.
RECOMMENDATION:
The City Council is requested to adopt Resolution No. 5900 authorizing the
submittal of a Used Oil Recycling Block Grant Program application to the
California Integrated Waste Management Board (CIWMB) for Fiscal Year 2009-
10.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH AUTHORIZING THE SUBMITTAL OF A USED OIL
RECYCLING BLOCK GRANT PROGRAM APPLICATION TO THE
CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD
(CIWMB) FOR FISCAL YEAR 2009-10
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE:
WHEREAS, Public Resources Code Sections 40000 et seq. authorize the
California Integrated Waste Management Board (CIWMB) to administer various
Grant Programs in furtherance of the State of California's (State) efforts to
reduce, recycle and reuse solid waste generated in the State thereby preserving
landfill capacity and protecting public health and safety and the environment; and
WHEREAS, in furtherance of this authority the CIWMB is required to establish
procedures governing the application, awarding, and management of the grants;
and
WHEREAS, Grant Application procedures require an Applicant's governing
body to authorize by resolution its approval for submittal of the Grant Application
identified below, and the designation by job title of the individual authorized to
execute all Grant documents on behalf of the City of Seal Beach; and
WHEREAS, if awarded, the City of Seal Beach will enter into a Grant
Agreement with the CIWMB for implementation of said Grant.
