HomeMy WebLinkAboutCC AG PKT 2009-08-10 #KADEN®A STAFF REPORT DATE: August 10, 2009 TO: Honorable Mayor and City Council THRU: David Carmany, City Manager FROM: Vince Mastrosimone, Director of Public Works SUBJECT: APPROVE PROFESSIONAL SERVICES AGREEMENT WITH WILLDAN ENGINEERING FOR SR 22 / STUDEBAICER ROAD CONCEPTUAL DESIGNS SUMMARY OF REQUEST: The City Council is asked to adopt Resolution No. 5902 approving additional funds to conduct conceptual designs related to SR 22/Studebaker Road. SACICGROUND: For many years, ingress and egress to the College Park West community has been negatively impacted by traffic using the westbound on/off ramp for SR 22. This roadway is amulti-jurisdictional freeway off-ramp operated by Caltrans and located in the City of Long Beach. The City of Seal Beach desires to see improvements to the intersection at the entrance and exit to College Park West. This intersection also serves a neighborhood in the City of Long Beach. The intersection is located at College Park Drive and the SR 22 westbound Studebaker Road on/off ramp in the City of Long Beach. As residents of Seal Beach and Long Beach exit from College Park Drive, which terminates at the SR 22 off-ramp, the residents must stop until it is safe to proceed. College Park Drive and the SR 22 off-ramp is a stop controlled "T" intersection. At various times of the day, including the morning, noon and evening peak hours, vehicles wait an inordinate amount of time to exit from these residential areas due to the continuous stream of vehicles coming on and off the freeway. There is no concern for local Long Beach residents because they have an alternative exit through their tract. The City of Long Beach restricts access for Seal Beach residents to this alternative during the most critical times by way of a right turn prohibition at Salida Avenue. Agenda Item K Page 2 On December 8, 2008, the City Council approved an agreement to employ Willdan Engineering to provide concept drawings to present to Caltrans, Long Beach and OCTA. Staff has met with Caltrans District 7 and 12, OCTA and City of Long Beach. All are understanding of the situation and are supportive of our efforts to make improvements. Since the subject location actually is in Caltrans District 7, the City of Seal Beach needs the support of District 7 for any improvements made to this intersection. From Caltrans direction, the City must gather additional traffic data and provide two concept designs, one with a roundabout intersection and one signalized with left turn phasing. Willdan Engineering has submitted a proposal in the amount of $29,600 to satisfy Caltrans request. Once the proposed designs are presented to the City, Caltrans will work with the City to implement the improvements selected. FINANCIAL IMPACT: Funding for this project will come from the approved Engineering Division operations budget for FY 09/10. No budget appropriation is needed at this time. RECOMMENDATION: It is recommended City Council adopt Resolution No. 5902 approving additional funds with Willdan Engineering to conduct conceptual designs related to SR 22/Studebaker Road. California 92806 714/978-8200 fax 714/978-8299 www.willdan.com SUBJECT: Proposal to Provide Consulting Services - for Studebaker Road/College Park Drive in the City of Long Beach Dear Mr. Mastrosimone: Willdan is pleased to submit this proposal to the City of Seal Beach to provide consulting services to assist the City on Studebaker Road-SR22 Ramps/College Park Drive improvements within the City of Long Beach. Studebaker Road/College Park Drive The intersection is located in the City of Long Beach. The following work items will be accomplished as part of this proposal: Traffic Data: 1. Collect additional 24-hour machine traffic counts and AM/PM peak hours turning movement counts at three locations. They are: Studebaker Road-SR22 Ramps/College Park Drive, College Park Drive/Salida Avenue and Studebaker Road North- South/Studebaker Road-SR22 Ramps. Collect data fora Gap Analysis at the intersection of Studebaker Road-SR22 Ramps/College Park Drive. 2. Prepare a traffic study in support of a Feasibility Study, for four conceptual alignments, two prepared previously and two new ones. The study will include the initial accident and count data we collected and the signal warrant study we have already completed, plus the collection of additional accident and count data, an intersection analysis, a Gap Analysis (requested by Caltrans), and the review of other factors and impacts resulting from the addition of a traffic signal, such as a potential increase in traffic volumes. We are assuming that Caltrans will conduct the Syncho analysis and that we will incorporate their results into our traffic study. 3. Additional project meetings have been estimated at two meetings, with the Cities of Seal Beach and Long Beach. Roadway Concepts: 1. Research available as-built plans. 2. Prepare tow additional conceptual alignments for the intersection. Currently, we have prepared two conceptual alignments for the intersection. One is for a signalized intersection and the other is for an unsignalized intersection. We will prepare a roundabout conceptual alignment and another to close off the left turning movement from College Park Drive and allow u-turn movements at the Studebaker Road North- South/Studebaker Road-SR22 Ramps intersection. Mr. Vince Mastrosimone City of Seal Beach June 4, 2009 Page 2 3. Prepare preliminary construction cost estimates for the four conceptual alignments. 4. Prepare a brief feasibility study that reviews and analyzes the key elements and issues for each of the four conceptual alignments that will include a project description, traffic data, design analysis, lane configurations, preliminary construction cost estimates and conclusions. 5. Project meetings have been estimated at three meetings. One with Caltrans regarding a roundabout and two with the Cities of Seal Beach and Long Beach. 6. Reprographic work, as necessary. Any public notifications are not part of these services. We propose to perform these services based on hourly rates with anot-to-exceed maximum of $29,600 based on the following breakdown: Traffic Data: 1. Additional Traffic Counts $1,550 2.
