ENVmONMENTAL QUALITY CONTROL BOARD REGULAR MEEl'ING
JUNE 21, 1983 7130 P.M.
The regular monthly meeting of the Seal Beach Environmental Quality Control
Board was called to order by Chairman Potter at 7137 p.m. The Pledge of
Allegiance was led by Potter.

Present: Cruchley, Kolb, Potter, Willson. Absent: Knapp.

Moved by Kolb, seconded by Cruchley, that the minutes of the April 19, 1983
meeting be approved as printed. Carried.
DISCUSSION - OLD BUSINESS
Shoreline. Environment I Sand Suppliesl Potter reported that Seal Beach City
Council had passed Resolution 3275 on June 13, 1983. This resolution urged the
Governor to initiate a comprehensive statewide study and program to resolve beach
erosion problems.
The Chairman reported on the Third Symposium on Coastal and Ocean Management
held in San Diego June 1-4. 1983. He presented a paper on erosion control on
June 3 at the meeting.
One of the major topics at the symposium was the Coast of California Storm and
Tidal Wave Study by the Los Angeles District Corps of Engineers. The state is
divided into five regions. It was decided that the area extending from Dana Point
to the Mexican border would be the first location given attention. This study
would be over a five year period. The next segmertts for study have not been
selected yet. Selection will depend on need and support for the area. The object
of the comprehensive study will document the changes which have occurred over
the past 100 years or so and help to identify and understand the processes
responsible for these changes.
It was decided that the Chairman should submit a memo to the City Council covering
the outcome of the San Diego conference, as well as the Board's view on what
action should be taken to support Resolution 3275.
Asbestos Insulationl Kolb reported that he had been in touch with many agencies
in an attempt to gain meaningful information, without too much success. The City
Engineer was consulted about the project, particularly in connection with material
tests that might provide the needed information. Kolb had prepared a summary and
recommendation on the subject.
It was moved by Cruchley, seconded by Willson, that the summary and request be
presented to City Engineer Johnson. Carried. (See attachment)
Earthquake Preparednessl The Seal Beach Earthquake Safety meeting scheduled to
be presented at McGaugh School Auditorium on July 2, 1983 from 10 a.m. to 12 p.m.
was discussed. This session is being sponsored by the City of Seal Beach in
cooperation with the Earthquake Safety organization.
There was a brief discussion of recent apparent differences of opinion by some
groups on safety measures to be taken in case of an earthquake.
Sym~osium ~ Coastal and Ocean Management: Potter covered in somewhat greater
detail a summary of the San Diego conference.
ORAL COMMUNICATION
The Chairman announced that at the J~19, 1983 meeting, officers are to be elected
for the coming year.
