MINUTES
I. Call to Order
Chairperson Gayle Knapp called the meeting to order at
7:35 p.m.

Lowell Kolb moved that the minutes of March 24, 1987 be
approved as submitted. Mr. Gavlick seconded.

Discussion: Draft Tree Preservation Ordinance
Chairperson Knapp introduced the discussion of the
draft ordinance and clarified that the report to the
Board was from the Department of Development Services.

had selected the approach of automatically designating
eucalyptus groves as protected, based upon similar
practices in other cities. Ms. Walker summarized the
process outlined by the proposed ordinance. In
response to questions from the Board, MS.Walker
discussed the history of the City's lease on Gum Grove
Park, and Mola's proposal for the park.
Mr. Fortner inquired as to the time available to the
Board to consider the draft ordinance.
Ms. Walker responded that Council had requested a 30
day turn around, but had also understood that more time
would probably be required.
Mr. Fortner expressed concern regarding the extent to
which the proposed ordinance would impact private
property owners. He felt that the broad character of
the ordinance could create awkward situations for
residents.
Ms. Walker noted that the intent of the ordinance was
to impact only Gum Grove and the grove on Seal Beach
Boulevard.

Mr. Kolb commented on the broad definition of "grove",
and what area should constitute a grove. Mr. Kolb also
suggested that other species of trees be considered.
Mr. Kolb and Ms. Knapp discussed the history of the
eucalyptus groves as windrows to protect farm land that
existed earlier.
Mr. Fortner concurred on the breadth of the grove
definition in the ordinance.

Ms. Walker noted, in response to a question from the
chair, that the only trees presently regulated are
street trees. Their removal is subject to a City
permit. Visibility considerations at intersections
might also determine the placement of trees on private
property.

Mr. Fortner and Chairperson Knapp discussed expressing
the EQCB's general concerns regarding the ordinance,
without proposing specific wording for the ordinance.
Mr. Fortner reemphasized that the ordinance may be a
bigger solution than is required for the issue at hand.
Ms. Walker suggested several alternative approaches,
such as limiting the ordinance to Specific Plan
Regulated zones, or offering development incentives for
tree preservation.

Ms. Walker stated that staff's intent was to streamline
the permitting process, and to not require a public
hearing for every modification to a grove.
Chairperson Knapp clarified that the dispositioning of
the eucalyptus trees during development surrounding Gum
Grove and the Bixby land would go to a public hearing.

discussed the allocation for Gum Grove in next year's
budget, and the procedures recommended for eradicating

consideration of the ordinance. Otherwise, the EQCB
would feel it necessary to continue the matter to
another meeting.

Mr. Kolb discussed the lack of quorum at the last
meeting, and rescheduling the speaker from the County.
The Board discussed attendance and agendas for the next
two meetings.
Chairperson Knapp discussed the possibility of changing
the meeting time to 8:00 p.m.
