CITY OF SEAL BEACH ENVIRONMENTAL QUALITY CONTROL BOARD FEBRUARY 3, 1987 MINUTES Present: Donald Eisenberg Ray Fortner Stephen Gavlick Gayle Knapp Lowell Kolb Also Present: Pamela Walker 1. Call to Order Chairperson Gayle Knapp called the meeting to order at 7:30 p.m. 2 . Pledge of Allegiance Lowell Kolb led the Pledge of Allegiance. 3 . Roll Call Gayle Knapp called the roll. . 4. Approval of Minutes Lowell Kolb moved to approve the minutes of November 18, 1986 as submitted. Steve Gavlick seconded. AYES: NOES: ABSTAIN: Eisenberg, Gavlick, Knapp, Kolb Non e Fortner 5. Old Business Pam Walker reported that the EQCB would not be able to attend the Colorado Aqueduct Tour. Pam Walker distributed a memo outlining the asbestos clean- up at the Department of Water and Power property. The Orange County Health Care Agency has been satisfied with the progress of the removal effort to date, and anticipates completion early in February. . " ; . .\~ . . . e It ... . Pam Walker discussed the sewer fumes at the corner of Westminster Blvd. and Seal Beach Blvd. The odor problem has been addressed in the past by the Public Works Department, and steps have been taken by City staff to control the fumes. The most effective method, corking the manhole covers, has produced only temporary relief. New Business Lowell Kolb addressed the asbestos problem in the homes in College Park West and, possibly, citywide. He noted the existence of an interest group called Asbestos Victims of America. He also observed that ceilings placed in homes around Seal Beach through 1978 may have asbestos in them which can shed as the ceilings age. Steve Gavlick concurred that the problem may exist in Leisure World. Mr. Kolb suggested that the EQCB become involved in providing information to the public. Don Eisenberg moved and Lowell Kolb seconded that staff present the EQCB with several possible courses of action to address the asbestos problem. AYES: NOES: ABSTAIN: Eisenberg, Fortner, Gavlick, Knapp, Kolb None None Gayle Knapp mentioned that she met with members of the Huntington Beach Environmental Quality Control Board and discussed their current activities. They are presently involved in a litter clean-up campaign and a toxic waste program. The Huntington Beach EQCB meets twice monthly. Pam Walker discussed the preparation of the Orange County Hazardous Waste Management Plan, and noted that the EQCB's review would be delayed by several months. ., ,'" ,ol; . . . . . .......r...., EQCB Minutes February 3, 1987 Page 3 7. Adjournment There being no further business to discuss, the EQCB adjourned. The Board voted to hold the next regular meeting on February 24, 1987, rather than February 17, 1987, and to hold the March meeting on March 24, 1987 rather than March 17, 1987.
