Mr. Fortner opened the discussion, stating that noise is not
the only problem created by leaf blowers. The distribution

MR. FORTNER MOVED, SECONDED BY MR. GAVLICK, THAT THE BOARD
REQUEST THE CITY COUNCIL TO CONSIDER ADOPTION OF AN
ORDINANCE BANNING LEAF BLOWERS IN THE CITY OF SEAL BEACH.
Mr. Eisenberg expressed concern about the impact of a total
ban on water conservation. He noted that leaf blowers first
became popular when restrictions on water use prevented
cteaning driveways with hoses. He asked whether there were
other alternatives to be considered.
Mr. Fortner responded that the City could counsel gardeners
obtaining business licenses about water conservation
measures.
Mr. Kolb felt that if the need for water conservation became
crit,ical, rationing would discourage excessive use outdoors.
MR. FORTNER CALLED THE QUESTION.

VII. BOARD CONCERNS
Mr. Kolb noted that the Board would be reorganizing at the
next meeting, and asked the members to think about the
election of a Chairperson and Vice Chairperson.
